Space has been expanding and the objects in space have thus been moving away from each other - like raisins in a rising lump of bread dough since they were created. If you send a photon, after 12 billion years, the photon will be 12 billion light-years away from you in a static space. However, if the space between you and the photon is also expanding at some unknown speed, after 12 billion years the photon will be farther - much farther - away from you than 12 billion light-years. 10 12 is the 'expansion factor'. Check on the relative speed of light - particle/wave !!! The universe has been expanding for 14-16 billion years based on how science measures its age. The total diameter of the universe, as a result of the additive distance due to expansion is estimated to be between about 44-??? billion light years across. These are the currently accepted limits of the 'known' universe.
