Focus: Issuance of Mayor’s Permit BASIS: Malacañang Memorandum Order (M.O) No. 117 dated September 15, 2003 Directs local authorities to simplify and rationalize their civil application systems The secretaries of DILG and DTI to facilitate the streamlining of procedures in the issuance of permits and licenses particularly business permits, building permits, certificates of occupancy and other clearances; in terms of documentary requirements, procedures and signatories, processing time and processing costs. Legal Basis Directs local authorities to simplify and rationalize their civil application systems 1.Malacañang Memorandum Order (M.O) No. 117 dated September 15, 2003 Aims to provide a one-stop action center which shall facilitate the processing and documentation of all paper requirements necessary for the establishment of a business enterprise in the region. 2.Republic Act No. 7470 of 1992, creates the National Economic Research & Business Assistance Center (NERBAC) that shall be placed under the Department of Trade & Industry.
