Florida Department of Environmental Protection Proposed SOP Changes (DEP-SOP-001/01 and DEP-SOP-002/01) DEP Standard Operating Procedures for Field Activities, DEP-SOP-001/01 FA 1000 - Added proficiency evaluation criteria for the Lake Vegetation Index (LVI) procedure. Added recommended training procedures and proficiency evaluation checklists for conducting Stream Condition Index (SCI) sampling and stream habitat assessments to the Appendix. FQ 1000 - Clarified language in the Field Quality Control SOP concerning the collection of blank samples for certain applications. FS 1000 - Clarifed and updated sample preservation and holding time tables. This includes new EPA requirements. Added additional analytes to the tables which are required for certain DEP programs. FS 2000 – Added a discussion on composite sample types, updated the discussion on cyanide sampling and added a discussion on sulfide sampling. FS 2200 - Updated the Groundwater sampling SOP to include special procedures for purging and sampling deep, high-volume wells, to allow the collection of water samples directly through the peristaltic pump-head assembly for extractable organic compounds and to address other miscellaneous issues. FS 2400 – Added the option for the collection of water samples directly through the peristaltic pump-head assembly for extractable organic compounds FS 7000 - Added new procedures for the Lake Vegetation Index (LVI) assessment and the Rapid Periphyton Survey. Revised the procedure for Qualitative Periphyton sampling. FT 1500 - Updated the Dissolved Oxygen (DO) field testing procedure to include the Luminescent DO sensor technology as an approved device. FT 2100, FT 2200, FT 2300, FT 2400 – These rarely used procedures have been deleted from the DEP SOP collection. DEP Standard Operating Procedures for Laboratory Activities, DEP-SOP-002/01 LD 1000 – Added documentation requirements for the LVI determination. LQ 1000 – Added optional quality control procedures for the LVI determination. LT 1000 - Updated the Stream Condition Index (SCI) scoring procedure based on the results of a recent recalibration analysis and added the LVI scoring procedure. All Applicable SOPs Outdated references and example data forms have been deleted from various SOPs.

Florida Department of Environmental Protection 62-160 Proposed Changes 62-160.110, Added a list of the types of entities and specific activities included in the scope and applicability of this Chapter. 62-160.110, Added a definition for secondary use data. 62-160.300, Added a provision to use drinking water methods for non-potable matrices where no other method exists. 62-160.300, Revised the laboratory certification requirements to allow more flexibility in reporting methods and analytes for compliance with Department waste and non-potable water regulations. 62-160.300, Added additional test methods to the list of those exempt from laboratory certification requirements. 62-160.320 Cited Federal Register updates to EPA-approved lists of analytical methods and provided a 6-month grace period for laboratories to make any necessary changes to certification status to reflect these updates. 62-160.340, Revised the content requirements for laboratory reports. 62-160.340, Revised the list of archival records requirements for field and laboratory data. 62-160.340, Added a clarification about the use of data qualifier codes by entities other than the data originator as a result of a data validation or review process. 62-160.340, Added language prohibiting the alteration of data originally reported by another party, when data are submitted to DEP in summary, re-published or reduced form, where the altered data changes the meaning or numerical significance of the original data. 62-160.405, Added a new rule for electronic signature requirements 62-160.650, Revised the calendar for Department issuance of preliminary reports subsequent to audits and the time allowed for the audited party’s required response. Also clarified the Department’s obligation to issue a final response to the audited party. 62-160.670, Added language describing how the Department will evaluate data quality indicators (DQI) for specific uses of data by Department programs. A revised list of general criteria and concepts by which data is assessed and validated is included in this rule. A new document, DEP-EA-001/07, is incorporated by reference, to further detail the process for assessing data usability. Finally, added language to this rule to clarify the relationship between data usability evaluations and original vs. secondary uses of data. 62-160.670, Deleted language in this section describing when the Department may reject data and deleted the procedure for issuing a notice of intent to reject the data. 62-160.700, Revised and added definitions in Table 1 for the data qualifier codes D, I J, V and X. 62-160.800, The list of documents incorporated by reference has been updated. Two of the references have been revised as part of the proposed rule changes and comprise the Department’s Standard Operating Procedures for specific field and laboratory activities.
