A Framework for Optimized Handover Operation 7 The lack of standardized mechanisms and services facilitating handovers between heterogeneous networks has been addressed by IEEE 802.21 MIHF Event (MIES) Command (MICS) Information service (MIIS) MIH_SAP

A Framework for Optimized Handover Operation 8 The MIHF exploits triggers from the linklayer to facilitate handover initiation (network discovery, network selection, handover negotiation)and handover preparation (L2 and L3 connectivity, resource reservation). A vertical handover framework built around concept of IEEE 802.21 Complemented by modules inspired by IEEE 1900.4
