WHY A COE? A COE is generally a result of an
identified shortfall in NATO’s capabilities. MCM “MC Concept for COEs” Def.: … A COE is a nationally or multi-nationally sponsored entity, which offers recognized expertise and experience to the benefit of the Alliance, especially in support of transformation. A COE provides opportunities to enhance education and training, to improve interoperability and capabilities, to assist in doctrine development and/or to test and validate concepts through experimentation. A COE is not part of the NATO Command Structure (NCS), but forms part of the wider framework supporting NCA.

WHY A COE? Main benefits for NATO and Nations
Risk reduction in development and implementation; Shared development of simulations and concepts including verification and validation interoperability; Marketing in terms of contribution to NATO by sharing the load with other Nations; One single location with SMEs in place working together; Experimentation worked in the same place; Cut of investment costs.

Operational and Functional MOU
The mission of the NATO M&S COE is to support NATO and its Nations as well as participating Partner Nations by providing subject matter expertise on all aspects of the M&S activities Mission E&T Knowledge Management, Lessons Learned & Analysis Support to CD&E Doctrine development, Standards and Interoperability Core Areas Within its capacity, the NATO M&S COE will also support the SNs and Partners when requested, in their M&S-related efforts to improve military effectiveness and interoperability with NATO assets, forces and capabilities The NATO M&S COE will ensure the first priority of work for provision of services and products requested by on behalf of NATO. M&S COE Way Ahead Increase participation in any trial/exercise in order to: Provide with M&S technical support; Increase interoperability between systems; Intercept warfighter operational needs and help in defining operational requirements. Privilege any RFS in the field of CD&E; Investigate and evaluate the potential of M&S in the field of education in Strategic Decision Making and Negotiation, Mediation and Decision Making Exercise (NMDX); Adjust the training objective in order to provide mainly formation of SME (NATO and SN) “earmarked” for future direct collaboration with NATO Centres and with M&S COI.

Main Events sharing and management (e.g. CAX Forum with JWC/ Academia); Exchange of SME with NATO and National M&S entities (e.g. Courses and CAX support with JWC/ Academia); Enable a multilevel M&S network in order to federate all national M&S Centres; Liaison with Companies in the spirit of DNBL initiative.
