FINDINGS RE: FASTWATER RESPONSE IN NW RESPONSE IN CURRENTS OF 1-2 KNOTS ALL OSROS COVER PUGET SOUND OR THE COLUMBIA RIVER. THIS SUBGROUP DOES NOT BELIEVE A RESPONSE GAP EXISTS FOR THESE AREAS.

FINDINGS RE: FASTWATER RESPONSE IN NW RESPONSE IN CURRENTS OF 2-7 KNOTS FAST WATER RESPONSE OFTEN ENTAILS DEFLECTING OIL TO SLOWER EDDIES FOR COLLECTION, AND DEFLECTING OIL FROM SENSITIVE RECEPTORS. ADDRESSING ACCESS AND LOGISTICAL ISSUES ON INLAND RIVERS DURING A SPILL WILL TAKE CONSIDERABLE TIME, AS WILL IDENTIFYING THOSE NATURAL COLLECTION AREAS. THIS WILL BE A BIGGER CHALLENGE THAN GETTING ENOUGH EQUIPMENT.

FINDINGS RE: FASTWATER RESPONSE IN THE NW EQUIPMENT MOST EQUIPMENT EXCEPT LARGE OCEAN BOOM CAN BE USED IN FAST WATER BY A KNOWLEDGEABLE AND/OR TRAINED OPERATOR. TRAINING SOME, NOT ALL OSRO STAFF HAVE TAKEN FAST WATER OR RIVER RESPONSE COURSES. TESTING GRP STRATEGIES IN MAJOR RIVERS IS A BETTER WAY TO BUILD RESPONDER CAPABILITIES TO PERFORM FAST WATER RESPONSE THAN TAKING A FAST WATER RESPONSE COURSE. THIS STRATEGY PROVIDES BOTH HANDS ON RESPONSE EXPERIENCE AND VALIDATES THE RESPONSE TACTICS THAT WILL NEED TO BE DEPLOYED RAPIDLY DURING A SPILL.

RECOMMENDATIONS TO IMPROVE FASTWATER RESPONSE IN NW IMPROVE GEOGRAPHIC RESPONSE PLANS FOR MAJOR RIVERS: LOCATE AND DEVELOP BOOMING STRATEGIES FOR NATURAL COLLECTION SITES IN MAJOR INLAND RIVERS. TEST THE BOOMING STRATEGIES FROM PRIORITY 1 TO DEFLECT AND COLLECT OIL IN MAJOR RIVERS. PRE-IDENTIFY PRIORITY SITES FOR DEFLECTION BOOMING ON MAJOR INLAND RIVERS BASED ON RESOURCES AT RISK. PROVIDE REGULATORS THE OPPORTUNITY TO OBSERVE FAST WATER DEPLOYMENTS EITHER THROUGH DRILLS OR A FAST WATER RESPONSE CLASS.
