1. Process Minor changes to the draft Plan would mean submission in Nov/Dec = exc College Major amendments will require x6 week consultation on a new draft Plan = inc College Potential for a short public consultation on options before x6 week consultation if needed

2. Further updates College: Initial transport and landscape studies end Oct School: Engaging with SoS, EFA. Confirmation of need for 85 units for funds. Treetops: Revised proposals Highlands: Written expressing concern over College deliverability Fair Mile: Removed from flood plain Lucy’s Farm: preparing to submit application

3. Consultation key issues (i) 54% overall support – marginal 50:50 on Highlands Public comments about: – Traffic – Spatial distribution, – Highlands over-development, – Fair Mile inclusion, – Empsted employment loss, – Mixed views on School. SODC: – Parkside removal – 450 homes to be allocated (school reserve) – retail required

3. Planning context issues (ii) Need reserve for Gillott’s College plans too conceptual – cannot be fully allocated so: – Can be earmarked for future development beyond the known 450 – Can be allocated with reserve site, although problematic due to lack of information – Await further information SHMAA

4. Opportunities College: – Deanfield up to 150, or 110 at 66dw/ha – Rotherfield up to 16-120, or c70 at 25dw/ha Youth Club up to 31, or 20-25 at c65dw/ha 118 Greys road up to 26, or 10 at 50 dw/ha Removal of Flood plain status at Fair Mile?

5. Emerging options (i) Limited change Exclude College Removal of Parkside, increase Highlands (15) to 205 Empstead 55 Reserve for Gillott’s 50 as: – 118 Grey’s Road (c22) – Youth Club (c28) Chilterns: 27 Mill Lane: 55 TA: 10 (?) Gillott’s: 50/85? 357 RR: 30 Wilkins: 20 Total: 452/72

Highlands c190 Fair Mile as a Gillott’s reserve at 50 Removal of Parkside Reduce Empstead to 40 dw 118 Grey’s Road (c15) Youth Club (c23) Chilterns: 27 Mill Lane: 55 TA: 10 (?) 6. Review Henley College Youth Club 118 Greys Road Sites will need to be assessed and sufficient information needs to be available. NPPG guidance: Need to examine whether proposals deliverable, defined as: – Suitable: are they desirable? – Available: when are they available? – Achievable: do we know they can be achieved considering constraints (policy, access, landscape, heritage, ecology, viability)
