4. DemoWind is the Offshore Wind European Research Area Network (ERA-NET) Cofund, funded by the European Union’s Horizon 2020 programme. DemoWind brings together European R&D funding organisations from 6 countries: Belgium, Denmark, Netherlands, Portugal, Spain and the UK. DemoWind aims to support the development and demonstration of innovative technologies which can reduce the cost of offshore wind energy. 5. Projects supported by DemoWind must advance innovative technologies from Technology Readiness Levels 5 or 6 to Technology Readiness Levels 6 or 7. DemoWind will be looking for collaborative, industry- led demonstration projects which are expected to deliver excellence, impact – including cost reduction and benefits to the European offshore wind industry – and high quality, efficient implementation. 6. Call Budget & Funding Arrangements The total funding available for the DemoWind Joint Call projects is up to €31.6 million, made up of six national/regional budgets and an EU contribution of up to €10.4 million. Project partners will receive funding from their respective national or regional Funding Organisations (see Annex B of the Call Document for details) that will incorporate the EU contribution. The amount of funding may vary for each partner organisation in a project consortium, depending on the type and size of the organisation and the relevant national/regional funding criteria. Projects must demonstrate the source of co-funding within their proposals, with evidence of the commitment from all the funding stakeholders. Revenues generated by DemoWind demonstration units during the funded project duration may be deducted from the public funding initially granted (please refer to your national/regional Funding Organisation for further information on this point). 8. Scope 1: Focus on Cost Reduction Projects must provide evidence to show how the innovation(s) to be developed and demonstrated will lead to reduction in the cost of offshore wind energy. All projects supported by DemoWind will be required to participate in an independent assessment of the levelised cost of energy for their proposed innovation at the outset and at the conclusion of the project. The assessment will be carried out using a spreadsheet model of levelised cost of offshore wind energy. 10. Scope 3: Technology Readiness Level (TRL) Projects must advance innovative technologies from Technology Readiness Levels 5 or 6 to Technology Readiness Levels 6 or 7. By the end of the DemoWind project, supported technologies are expected to have advanced to one of the following TRLs: TRL6: System or subsystem model or prototype demonstration in a relevant environment. Scope 4: Timing All projects will need to present a clear case with evidence to show that they will be completed within the DemoWind funding timeframe, i.e. all projects should be constructed and commissioned by 31 December 2018 and projects must be fully completed – including all reporting requirements - by 30 June 2019. 12. Scope 5: Transnational Collaboration All projects must involve at least two separate private sector organisations from at least two of the six DemoWind partner countries/regions. All bidding consortia are encouraged to go beyond these minimum requirements and the degree of trans-national collaboration will be part of the assessment criteria. Consortia can include organisations from countries which are not participating in theDemoWind but these organisations must provide their own funding (they will not be eligible to receive DemoWind call funding). There is no maximum number of partners: the consortium size for any DemoWind project should be suitable for the level and complexity of the project. 13. Eligibility Requirements Projects must meet the Scope requirements for the Joint Call. Projects must be industry-led with at least 51% of person-months and at least 51% of total project costs incurred by the industrial partners, not taking into account non-technical sub-contracts. The project coordinator for each consortium must come from one of the six DemoWind partner countries/regions. Every individual consortium member must incur less than 70% of the total eligible project costs. Projects must have identified appropriate sources (either internal or external) of matched funding. Projects must demonstrate an innovative technology, system or process that has not been demonstrated previously. Projects must provide evidence of additionality. Projects must comply with all relevant EU regulations (including State Aid legislation) and all relevant national and regional legislation and eligibility criteria (Annex B of the Call Document). Eligibility Requirements, cont In addition to the formal eligibility criteria, project teams should note the following guidelines: Total project costs are expected to be a minimum of €1m in total. No single project is expected to receive more than 50% of the Call budget. Consortia with more than two industry partners from two countries are encouraged. Consortia involving small and medium-size companies (SMEs) are particularly encouraged to apply (if allowed by national/regional regulations). Stage 1 – Outline Proposal: – Stage 1 Outline Proposals must be submitted by 13:00 CEST, 27 April 2015; – Proposals must be submitted on the DemoWind Stage 1 application form (to be downloaded from the DemoWind website); – Stage 1 Proposals will be assessed against the main DemoWind eligibility criteria and each partner will be checked by the relevant Funding Organisation against their national/regional eligibility criteria; – Project coordinators will receive the results of the Stage 1 assessment by 5 June 2015. Stage 2 – Full Proposal: – Stage 2 Full Proposals must be submitted by 13:00 CEST, 17 July 2015; – Proposals must be submitted on the DemoWind Stage 2 application form (to be downloaded from the DemoWind website); – Stage 2 Proposals will be re-checked for eligibility by the DemoWind Secretariat and by the relevant Funding Organisation but the main evaluation of each project will be carried out by at least 3 independent assessors; – The evaluation will be carried out against the three DemoWind evaluation criteria (see Annex E of the Call Document); – Project coordinators will receive the results of the Stage 2 assessment by 31 October 2015.
