While innovative technologies remain the core business for the IRM, different non- technological issues have been discussed within the working groups in order to overcome non-technological barriers, including through capacity building, innovative financial solutions, information and awareness helping consumers to manage their energy demand and become actively part of the energy supply.

6. Based on the IRM, the MS and the Commission should develop an Action Plan that lies down coordinated and/or joined investments by individual MS, between MS and with EU.
