7 TQM (1980’s) Fact-based decision making. In order to know how well an organization is performing, data on performance measures are necessary. TQM requires that an organization continually collect and analyze data in order to improve decision making accuracy, achieve consensus, and allow prediction based on past history. Six Sigma (1990’s) Features that set Six Sigma apart from previous quality improvement initiatives include:  A clear focus on achieving measurable and quantifiable financial returns from any Six Sigma project.  An increased emphasis on strong and passionate management leadership and support.  A special infrastructure of "Champions", "Master Black Belts", "Black Belts", "Green Belts", etc. to lead and implement the Six Sigma approach.  A clear commitment to making decisions on the basis of verifiable data and statistical methods, rather than assumptions and guesswork.
