5  A funding facility which would serve as a budgetary supplement to DepED  Aim ◦ To improve the quality of and equity in basic learning outcomes of disadvantaged IP and Muslim communities

6  Provide DepED with financing resources and technical assistance to its planning, management and delivery of quality education  Emphasizes the need to address the gaps identified in the basic education sector ◦ High drop-out rates ◦ Poor participation rates ◦ Low completion rates ◦ Low NAT achievement levels

7  Highly evidence-based ◦ To ensure that DepED  Has access to more reliable data for goal-setting and targeting  Will make well-informed decisions in reaching out to the underserved IP and Muslim communities which have the lowest performance in educational indicators

8  To improve equitable access to and quality of basic education for boys and girls in disadvantaged IP and Muslim communities

9  To enable DepED to provide better access to an appropriate, policy driven, sustainable and quality education for girls and boys in IP and Muslim communities.  Stimulate demand for educational services from IP and Muslim communities

11  Possible Outputs ◦ IP policy, strategy and implementation plans ◦ SIP development of IP schools ◦ Development and distribution of IP Curriculum, Instructional Guides and Student Learning Materials ◦ Delivery of Teacher Education and Training Programs for IP and non-IP Teachers’ Training in IP communities

12  Possible Outputs ◦ Implementation of support program for IP education leaders and managers ◦ Establishment of Regional IP Education Centres and of Community Centres Networks ◦ Creation of support program for the implementation of Access Programs

13  Possible Outputs ◦ Development/enhancement of Madrasah Curriculum and Teaching/Learning Materials ◦ SIP development of Madaris ◦ Implementation of capability-building program for Madrasah teachers (Asatidz) and Educational Leaders

14  Possible Outputs ◦ Provide support to the  Mainstreaming of Private Madaris  Training/learning programs for OSY and adult learners  Implementation of Access Program for Muslims

15  Possible Outputs ◦ Establishment of  Reliable baseline information on IP and Muslim sector especially in the target areas  Funding facility management structure

16  Possible Outputs ◦ Initiate the development of DepED’s management capacity ◦ Prepare and disseminate work plans and other reporting systems ◦ Design and set-up a monitoring and evaluation system for the funding facility

18  All activities identified (including grant proposals) must be part of DepED plan either as Region, Division or School  Activities must be supported by data (initially the Rapid Appraisal and the Baseline Survey)  A process for reviewing and approving activities will be developed by OPS  Final approval for funds release for activities will be by DepED OPS
