A funding facility which would serve as a budgetary supplement to DepED Aim ◦ To improve the quality of and equity in basic learning outcomes of disadvantaged IP and Muslim communities

Provide DepED with financing resources and technical assistance to its planning, management and delivery of quality education Emphasizes the need to address the gaps identified in the basic education sector ◦ High drop-out rates ◦ Poor participation rates ◦ Low completion rates ◦ Low NAT achievement levels

Highly evidence-based ◦ To ensure that DepED Has access to more reliable data for goal-setting and targeting Will make well-informed decisions in reaching out to the underserved IP and Muslim communities which have the lowest performance in educational indicators

To improve equitable access to and quality of basic education for boys and girls in disadvantaged IP and Muslim communities

To enable DepED to provide better access to an appropriate, policy driven, sustainable and quality education for girls and boys in IP and Muslim communities. Stimulate demand for educational services from IP and Muslim communities

Possible Outputs ◦ Implementation of support program for IP education leaders and managers ◦ Establishment of Regional IP Education Centres and of Community Centres Networks ◦ Creation of support program for the implementation of Access Programs

Possible Outputs ◦ Development/enhancement of Madrasah Curriculum and Teaching/Learning Materials ◦ SIP development of Madaris ◦ Implementation of capability-building program for Madrasah teachers (Asatidz) and Educational Leaders

All activities identified (including grant proposals) must be part of DepED plan either as Region, Division or School Activities must be supported by data (initially the Rapid Appraisal and the Baseline Survey) A process for reviewing and approving activities will be developed by OPS Final approval for funds release for activities will be by DepED OPS
