The Small Business Innovation Research Program, also known as the SBIR Program, was created by Congress under the Small Business Innovation Development Act of 1982. This program is a three- phase award program which provides small businesses with opportunities to pursue innovative ideas that meet the specific research and development needs of the Federal Government.

The Small Business Technology Transfer Program, also known as the STTR Program was created in the Small Business Research and Development Enhancement Act of 1992. The STTR program is also a three-phase program for small businesses to obtain Federal research and development funding. However, under the STTR the objectives are accomplished in partnership with nonprofit research institutions to move ideas from the laboratory to the marketplace, to foster high-tech economic development and to address the technological needs of the Federal Government.
