5 Overview Guidelines on the Depth of Overlay to be used on Rural Non- National Roads, First Edition, DOELG - First edition of the Orange Book published in May 1999 - Provided a valuable and accessible user-guide for those engaged in overlay design - Remained useful, but standards became dated over time Guidelines on the Depth of Overlay to be used on Rural Regional and Local Roads, Second Edition, DTTAS - Arup was engaged to review and update the First Edition - Delivered through a Technical Committee - Published in March 2014 - Formally launched at today’s conference Update of the Orange Book 2014
6
6 Objectives Initial Brief - Update to current EU and NRA DMRB Standards - Reference to historical documents - New methods and technologies - Materials advice - Appendices update Other Considerations - Additional context with other DTTAS initiatives inserted for consistency (e.g. the Rural Flexible Roads Manual, etc.) - Document to remain as largely stand-alone (i.e. NRA Specification extracts remain in appendices) - Expand guidance on materials and construction issues Update of the Orange Book 2014
7
7 Pavement Evaluation and Management Chapter 2 – New Chapter Pavement Evaluation - Summary of the recent procedure developments - ‘Regional Road Network Pavement Condition Study Report’ - ‘Rural Flexible Roads Manual’ - Rating based on the PSCI (annual programme) - Periodic visual inspection Update of the Orange Book 2014
8
8 Pavement Evaluation and Management Condition Rating - Initial step of Network Level Assessment - Linked to the PSCI rating system - Mechanical Data and Visual Inspection used Treatment Measures by Condition Rating - 1 & 2 - Road Reconstruction - 3 & 4 - Structural Overlay - 5 & 6 - Surface Restoration - 7 & 8 - Resealing and Restoration of Skid Resistance Update of the Orange Book 2014
9
9 Pavement Evaluation and Management Treatment Options - Resealing and Restoration of Skid Resistance (Ratings 7 & 8) – addresses waterproofing & skid resistance where surface defects exist. - Surface Restoration (Ratings 5 & 6) – addresses drainage, potholes & local strengthening of weak road edges. Update of the Orange Book 2014
10
10 Pavement Evaluation and Management Treatment Options (Continued) - Structural Overlay (Ratings 3 & 4) – addresses regulation and overlaying of existing pavements, and drainage. - Road Reconstruction (Ratings 1 & 2)– removal of existing pavement and replacement with new structural layers, and drainage. Update of the Orange Book 2014
11
11 Pavement Evaluation and Management Flow Chart Assessment and Management Process - Network Level - Mechanical Data Project Level Assessment - Site Inspection - Additional Data - Confirm PSCI - Other Issues (e.g. H&S, Drainage, Visibility, etc.) Construction & Post Construction Assessment Update of the Orange Book 2014
12
12 Design Principles Chapter 3 - First Edition Chapters 2, 3, 4 & 5 combined, text / references update - Focus on update to reflect NRA HD 25-26 Pavement and Foundation Design Standard - Guidance on FWD methods updated (ref. Appendix A) Update of the Orange Book 2014
13
13 Materials for Use Chapter 4 – New Chapter - Detailing the typical pavement layers - Material descriptions - Guidance linked to layers Update of the Orange Book 2014
