Public Hearing Legal Notice of Public Hearing was published in the North Vernon Plain Dealer and the North Vernon Sun on the following dates: Tuesday, July 24, 2012 & Thursday, July 26, 2012 Tuesday, July 31, 2012 & Thursday, August 2, 2012 Copies of the legal notice were mailed to property owners and project stakeholders on the project mailing list Announcements were posted to the INDOT website and weekly public involvement list serve Project mailing list will be updated following the public hearing, please sign in during the hearing Project documents available for viewing at local repositories

Environmental Document Requirement of the National Environmental Policy Act (NEPA): Requires INDOT to analyze and evaluate the impacts of a proposed project to the natural and socio- economic environments Impacts are described in environmental document Environmental document was released for public involvement last month and is anticipated to be approved later this summer

Environmental Document Development of document begins once purpose of need for the project has been clearly identified Develop a number of possible alternatives including a “Do Nothing” alternative as a baseline for comparison Screen alternatives to identify a preferred alternative Solicit public comment on environmental document and preliminary design plan Solicit, address, and fully consider public comments as part of decision making process

S.R. 3 Project Purpose and Need S.R. 3 is currently a two lane facility Posted Speed Limit is 30 mph Traffic volumes: 2013 – 12,710 v.p.d. with 4% Trucks 2033 – 15,110 v.p.d.

S.R. 3 Project Purpose and Need Enhance safety within the project corridor Property damage-only crashes are twice that of the statewide average for similar facility Sight distance restricted along inside of curve Lack of defined entrance/exit points in curve area Replace deteriorating pavement between David Drive and Chestnut Street Improve drainage control along project with curb and gutter and storm sewer City of North Vernon to replace sanitary sewer main
