One of the National performance goal for the Federal highway programs as established in MAP- 21 is [23USC §150(b)] Safety - To achieve a significant reduction in traffic fatalities and serious injuries on all public roads. Co-chaired by ODOT Executive Director and FHWA, DA Members- Different stakeholders, different task force and committees STIC approved a $53,000.00 to ODOT for a demo project of HFST chat ( aprox-2000 SY pavement area) http://www.fhwa.dot.gov/stic/ 8

Tar Creek, Superfund Site, Chat – Flint Aggregates Tri- State Mining District (Lead- Zinc) (Mid 1800s to 1970) Chat mining waste- Dry process- Wet Process (Chat- Tailing- sand/ silt) EPA- recommends the use of chat for transportation (Encapsulate) Un-encapsulated use have some potential to cause damage to human health or the environment 9

EPA has determined the following uses of chat in transportation construction- Not likely to present threat to human and environment. HMA, WMA cold mix asphalt road surface, road base, different seals coats, epoxy bridge and antiskid surfacing. Can be use don PCC etc. Limited use-Residential construction- Non- residential case by case – Contact EPA- Local DEQ experts.
