3 SITE MANAGEMENT MANAGEMENT Seniormost officer or supervisor of the civil, electrical mechanical, signal & telecommunication and traffic department will be in-charge. FIRST PRINCIPLES protect inform aid restore

7 SITE MANAGEMENT AID passengers, train crew, others use first aid boxes available with the guard, pantry car assign someone to start collecting details of names, nature of injuries, number of fatalities, luggage and in case of goods train booked consignment plan for the dissemination of information regarding passenger, their need for communication and area for keeping them and provision for their food and water

8 SITE MANAGEMENT RESTORE assess the damage to the track, signalling, OHE, rolling stock assess the requirement of the number of cranes required and their tonnage, material for repairs of the infrastructure, labour for unloading of consignment formulate broadly the sequence of operation and the order of marshalling of the ART inform the control

9 SITE MANAGEMENT RESTORE duties of each department outlined in the Accident Manual assess the evidence at site to arrive at the most probable cause of the accident and pass it on to the control and arrange for taking down of preliminary statements of the train crew and other staff witness to the accident ensure joint observation taken by the concerned supervisor and ensure preservation of evidence to help the enquiry committee in their deliberation

10 SITE MANAGEMENT RESTORE after the arrival of the ARME/ART try to work out the most probable time of restoration in consultation with the Doctors and supervisors explain to them your sequence of operations and any extra assistance they may require on the basis of time estimates given by the ART supervisor and other supervisors make the best possible estimate of the restoration time and advise control plan the communication requirement and lighting of the area in case the operations extend to the night plan for the food and water requirements of railway people working at the site

11 SITE MANAGEMENT RESTORE find out from the control the sequence of running of trains after restoration plan for the issue of the restoration message with recommended speed restriction and details of signals to be observed do not leave the site before the safe passage of the first train ensure that any booked consignment which has been unloaded has been taken in custody by the commercial/RPF department plan for dealing with press state officials, NGO’s

12 ENQUIRIES OBJECTIVES to ascertain the cause of accidents to fix the responsibility to find areas of neglect, laxity to find laxity, delay in rendering relief or restoration to suggest remedial measures

13 ENQUIRIES CLASSIFICATION under Commission of Enquiry Act by Commissioner of railway Safety Major Joint Enquiry-SAG, JAG, Divl Officers and Asst. Officers Minor Joint Enquiry at supervisors level Departmental Enquiry when any department has accepted the responsibility

14 ENQUIRIES UTILITY important management tool for ascertaining weak areas concerning safety of operations and relief to affected customers address training gaps of staff restore confidence in the public

15 ENQUIRIES MAJOR JOINT ENQUIRY president of the enquiry committee place at the site or the nearest station or in consultation with other members of suitable location to commence after three days of the accident in case level upto JAG, otherwise by the fifth day

16 ENQUIRIES MAJOR JOINT ENQUIRIES all concerned to be relieved all witnesses to be warned that giving false evidence would render them liable to disciplinary action including removal from service enquiry to take into account contributory factors as well as extenuating circumstances

17 ENQUIRIES MAJOR JOINT ENQUIRIES comment on relief measures other relevant issues and suggestions format and contents of the report prescribed in the Accident Manual submission of the report after the sixth day of the accident upto JAG and eight days for SAG dissent note by any member should be avoided as far as possible and if unavoidable the majority of members should give detailed item wise reasoned remarks on it
