Sheffield’s Journey 2010 Commissioning process developed and implemented 2011 Strategic Review undertaken and actions agreed to; Develop a toolkit Provide clarity on roles and responsibilities Provide mandatory training to all SCC Commissioners Identify a general support team Implement quality assurance The toolkit has been informed by Commissioners, Directors, Procurement Professionals, across our Council and within the network of public sector organisations and local authorities. The toolkit identifies best practice and dovetails with the business planning process, budget planning process, with contract management and procurement policies. The toolkit details the activities required to undertake robust commissioning; includes mandatory obligations and specifies roles and responsibilities in compliance with the Council’s Standing Orders and Corporate Policies and Procedures.

The Commissioning Toolkit To help you as a Commissioner to manage your Commissioning activity as effectively as possible, a single unified process has been identified & agreed. By adhering to The Commissioning Process the Council and external stakeholders will achieve; A clear and shared understanding of what Commissioning means Clarity around roles and responsibilities A better understanding of Commissioning activity Demonstrable improvement to service delivery Compliance to the Standing Orders of the Council and the law Build on recognised best practice

12 How Sheffield will support the implementation in Councils: Organise Regional awareness raising events or key stakeholder events Run one day training courses on how to implement the approach and the detailed use of the toolkit: On Council premises Up to 10 delegates per session Each delegate gets a full set of the documentation, toolkit etc Cost is £500 per session plus expenses

13 How Sheffield will support the implementation in Councils: Annual Toolkit Support & Maintenance fee to provide: Help desk support Annual update of Toolkit to incorporate latest thinking, experience and developments User Group Events Forums & Networking – Sharing best practice Cost per organisation (regardless of number of toolkits) with 3 year commitment Small Council - £2700 Medium Council - £3600 Large Council - £4500 Ad hoc detailed consultancy support on specific areas, problems etc at a defined day rate if requested
