Sample recommendations include: Create Human Capital Center of Excellence Develop plan for establishment of regional business accelerator Develop a resources/requirements clearing house to allow local educators to refine curriculum to meet evolving needs of local economy Maintain/enhance planning and cooperation with the Department of the Army to ensure that the benefits of outside-the-gate improvements carry inward to places of work Design and implement an effective outreach program to communicate issues, actions, and solutions to the public Identify coalition task force with local mental health services, TRICARE, and commercial providers to develop open-access plan
