7. T RIGGER FOR A FULL - SCALE “PHT” RESPONSE I N PREVIOUS PHT REGIONAL WORKSHOPS, MEMBERS AGREED THAT THE PHT SHOULD BE PREPARED TO RESPOND TO THE ‘ MOST LIKELY, WORST CASE SCENARIO ’, SO THAT ALL ‘ LESSER ’ DISASTERS WOULD BE CATERED FOR IN OUR PREPAREDNESS AND RESPONSE PLANNING

L EVEL TWO – M EDIUM SCALE Description Concept of Operations humanitarian needs are of a sufficiently large scale and complexity that significant external assistance and resources are required Multi-cluster response is needed with the engagement of a wide range of international humanitarian actors Insufficient local stockpiles, but sufficient regional Funding from regional partners is sufficient Cluster approach may be rolled in affected countries Regional cluster leads coordinate the sectoral response
