Guilford County Schools ENERGY MASTER PLAN for School Facilities July 25, 2008 Facilities Planning and Construction Department Maintenance Department

E nergy Master Plan - Facilities Program Development Establish Utility Baseline Facility Audits (Existing Conditions) Behavior ManagementLow Cost/No CostSystem Design Evaluate Results Reinvest Savings Develop Energy Conservation Measures (ECM) Plan Elements Implementation (Individualized School Plan) System Intervention

Vision and Mission An Energy Conservation Plan will provide a cohesive solution to reduce maintenance and operations costs in the school facilities. A thorough district wide energy master plan will take into account the school systems’ past, present and future energy usage. Obtain the ability to pinpoint opportunities for improvements to energy usage through facility upgrades, behavior management and operational improvements.

Guilford County Schools – Program Lead – Facilities Maintenance leads process – Establish goals and mission of the program – Program oversight Global Facility Solutions – Energy Consultant – Assist with the development of long-term energy plan – Technical assistance with plan implementation/oversight – On-going program guidance and evaluation of results – On-site facility audits and upgrade recommendations North Carolina A&T – Program Assistance – Grant program – Utility bill process – Document success of program – Education component Program Development

Establish Baseline Benchmark existing utility conditions. Develop summary of energy usage for major utilities. Establish comparison and ranking of utilities between County School facilities. Establish comparison to a baseline norm. Identify schools with high energy consumption and initiate further on-site analysis to determine potential for savings. Assist with future utility budget analysis.

Establish Baseline Comparison established for schools against each other for energy reduction opportunities. Each facility is analyzed to understand the individual utility usage. School Name 1 School Name 2 School Name 3 School Name 4 School Name 5 School Name 6 School Name 7 School Name 8 School Name 1

Establish Baseline Preliminary Data Compiled by NC A&T University

Evaluate energy profiles for all buildings (122 Facilities) Conduct walk-thru assessments of facilities Collect facility data (equipment, usage, etc.) Determine Energy Conservation Measures – Behavioral Modification – Low cost/No cost Solutions – System Intervention – Physical Upgrades Estimate Cost/Benefit for each ECM Facility Audits

Behavior Management – Change operational thinking/planning Low cost/No cost Solutions – Optimize scheduling, temperature setbacks, etc. System Intervention – Infrastructure Upgrades – Retro-commissioning opportunities System Design – Energy efficient building design (Design Guidelines) – Renewable energy opportunities Develop Energy Conservation Measures

Evaluate Results Track utility bills monthly – Monitor utility cost versus monthly budgets. – Trend energy for reductions. – Verify and report savings. – Validate system performance. Program Education – Get the message out to the schools. – Educate end-users on the program goals and successes. – Develop support of end-users. – Report results by school on an on-going basis.

Reinvest Savings Retain Utility Savings (Self-Funded Program) – Reinvest savings into buildings and operational needs. – Invest into needed infrastructure repairs and upgrades. – Reduces the need for financing of upgrades. On-Going – Continuous process. – Re-evaluate based on previous results. – Adapt program to changing needs of the District and facility technologies.
