Performance Evaluation Systems for 2014-15  Rigorous, transparent, and fair.  Educators/administrators must be evaluated at least annually.  Student growth is “significant factor” in the evaluation is based in part on data from state assessments, where available.  The prior law required 40% of eval based on growth data for the 2014-15 school year. Local districts now set the percentage for 2014-15 school year.  Local assessment results used in eval should be comparable across schools within district.

4. 2015-16 & Beyond  50% of evaluation for educators and administrators based on student growth data.  Use state evaluation tool if additional laws are passed requiring specific statewide tool(s).  If local evaluation tool is consistent with state tool, local tool may be used.  Classroom observations must be included in performance evaluation system.  Dismissal for those receiving 3 consecutive “Ineffective” ratings from year-end eval.  Biennial evaluations allowed for those receiving 3 consecutive “Highly Effective” ratings from year-end eval.
