To strengthen urban planning & implementation. To build a mechanism of review of progress against SSA goals in urban areas. To augment the capacity to identify the need, challenges and potential for urban specific planning towards UEE. To facilitate the cities in developing innovative strategies for mainstreaming urban deprived children. Objectives

Challenges To improve the situation on GER so as to improve the status on enrolment to make tangible progress towards universal enrolment Coverage of children is not complete. the data coverage/household survey needs to strengthen.

Status Percentage share of OOSC is 1.36 to the total child population of 125.20 lakhs in Municipal Corporation/Urban areas. Cities having OOSC >10,000 are- Patna Urban, Kolkata, and Hyderabad. Cities having OOSC > 5000 are- Ahmadabad Corp., Pune Corp., Ernakulum Metro, Chennai and Bangalore Urban. District including city with OOSC < 5000 are Amritsar & Ludhiana. Status of OOSC in Million Plus Cities Source: AWP&B 2008-09 Challenges Regular child tracking system needs to be strengthened. Strategy for household survey needs to be channelized. Coverage of urban deprived children in slums/resettlements colonies. Migratory population & urban deprived children like street children, children without adult protection.

Main provisions for Goal 1 Primary schools as per the distance and population norm of the state with building teachers and grants etc. Education guarantee centres @ Rs.1535 per child Alternative and innovative education upto Rs.3000 per child

PROVISION FOR URBAN DEPRIVED CHILDREN PROVISION FOR URBAN DEPRIVED CHILDRENSchools: o Provision of free textbooks to girls & boys of the disadvantaged urban children. o Special schools like mobile schools, back to school camp, short term schools at the construction sites and facilities for girls, residential schools, shelter home and toilets. Grants: o Provision for maintenance of schools running in the rented private buildings. Civil works: o Drinking water & toilets for the new schools. Out of School Children: o Provision for seasonal hostels/residential camps to retain children in the sending areas during the period of migration. o Worksites schools at the location where migrant families are engaged. o Residential AIE centers such as Bridge courses, remedial courses, Back to School camp etc. NPGEL/KGVB o An intervention/scheme aimed at increasing girls enrolment targeting in slum areas. o Special intervention focused for girls elementary education. Started in urban areas/urban slums.

Innovation o Upto 15 laks per district per year for undertaking innovative activities to support education of children belonging to marginalised/disadvantaged children. Quality o Provision for 10% under remedial teaching programmes. Community training o Training of the community leaders, four members from the community and three persons from the schools in the urban areas.

5 Districts of SFG having Highest OoSC Status SC OOSC >10,000 are -Chennai., Coimbatore, Madurai,Asansol (Bardhman) & Amritsar. ST OOSC >5000 are- Kolkata, Patna Urban, Chennai, Coimbatore & Hyderabad. Minority OOSC >2000 Hyderabad, Patna urban, Kolkata, Luck now & Amritsar Challenges Mechanism for special survey strategy in the SFG concentrated areas. Innovative strategy like residential schools, mobile schools etc may be developed. Need attention towards the Gaps in enrolment in minority concentrated areas. Main provisions for Goal 2 Special schemes including NPEGEL and KGBV for promoting girls education in educationally backward blocks based on low literacy in general and larger gap in female literacy Teacher training on gender and social sensitivity Adequate representation of women among teachers Separate toilets for girls Funds for innovative activities to support need based interventions for education of girls, SC/ST, minority and urban deprived children Rs. 1200 per child per year for children with special needs Classroom transaction in local language locally relevant and produced TLM Support to madarasa / maqktab for enabling mainstream education to Muslim children

GOAL-III Universal Retention Universal Retention Status of Drop-Out Rate in Million Plus Cities Status 10 cities with high drop our rate is in Delhi, Jabalpur, Bhopal, Patna Urban, Meerut, Agra, Lucknow, Vishakhapatnam & Hyderabad at primary level. 10 cities with high drop out rate is in Lucknow, Meerut, Nasik, Dhanbad, Jamshedpur, Bhopal, Delhi, Indore, Hyderabad, Jabalpur at upper primary level. Range of drop out rate in 5 cities at primary level-Patna Urban(35.26), Hyderabad (10.25), Delhi (14.50), Kolkata (24.70) & Bhopal (22). Challenges To reduce dropout by addressing the issues like infrastructure, teaching and learning processes and community/parent participation. Child monitoring mechanism need to establish at URCs & CRCs level. Community mobilization needs to strengthen. Case study of the drop out children required to build-up. Source: AWP&B 2008-09
