Regional 911 Plans to Improve Safety and Services All future 9-1-1 calls will route to the regional consolidated 9-1-1 center Reduce transfers across jurisdictional boundaries to improve response times Regional GIS Data Sharing for Central Repository Unified geodatabase with automated updates for crucial data layers Regional Computer Aided Dispatch (CAD) and Records Management System (RMS) Improve safety and situational awareness Enhance data interoperability for public safety Implement Programs to meet national standards Emergency Medical Dispatch (EMD) Program

Wireless 911Calls 70% of all 9-1-1 calls received today are generated from cell phones Calls routed to 911 Center based on cell tower sector receiving signal, not actual location Calls can go into multiple centers based on location of caller and cell towers Wireless call automatic location information (ALI) integrates with CAD Mapping to display X,Y coordinates on a map Caller’s location known as Phase II (Phase I is cell tower) Callers coordinates are identified along with confidence factor and percentage from wireless provider (i.e. COF:80 COP:95%) 911 dispatcher can re-bid coordinates to update location

Wireless 911Calls GPS coordinates are usually good, but there are challenges for all dispatch centers Location Accuracy – FCC established rules for wireless carriers to provide location accuracy, but indoor accuracy is still an issue Based on location technology 50-300 meters Z coordinates (vertical location) are ultimately required for indoor location accuracy FCC has proposed rules for indoor environments, but concerns have been raised if current location technology can satisfy the requirements and timeline X,Y coordinates (horizontal) – 50 meters for 67% (within 2 yrs) Z coordinate (vertical) – 3 meters for 67 % (within 2 yrs)

National Text to 911 Progress Voluntary agreement was reached in December 2012 among the largest four wireless carriers (AT&T, Sprint, T- Mobile, and Verizon), FCC, NENA, and APCO to provide a nationwide, interim SMS text-to-911 solution by May 15, 2014 FCC required all carriers to provide “bounce back” message if service not available by September 30, 2013 FCC voted 3-2 in August 2014 to require all wireless carriers provide text to 911 service by December 31, 2014

National Text to 911 Progress Currently 9-1-1 centers in 18 states have begun accepting Text to 911 messages Only accounts for approximately 2% of all 911 Centers Five 911 Centers in Virginia have implemented Virginia E-911 Services Board has created a Text to 911 Subcommittee to report back by January 2015 911 Center must request service from each provider Three options to receive SMS Text to 911 call Text to TTY/TDD Web Portal (GEM911) Direct IP (NG9-1-1 i3 solution)

Regional GIS Data Merge Accurate GIS data crucial for 911 dispatching Partnered with CGIT to develop geospatial data integration and automation project to benefit regional 9-1-1 center and improve response capabilities. Merge GIS data between jurisdictions to create regional dataset with updated data layers required for 9-1-1 dispatching. Regional CAD Mapping has embedded ESRI ® mapping, and proximity-based and resource-based dispatching to facilitate fast decision making and accurate resource management. Creation of street network routable dataset to provide driving directions for mobile CAD/AVL clients

Emergency Medical Dispatch 9-1-1 Communications Staff receive certification in EMD Utilize approved protocol via guide cards or software to quickly and properly determine the nature and priority of the call Immediately dispatch the appropriate response Provide the caller with pre-arrival instructions to assist the patient until the responding EMS unit arrives Provide post-dispatch advice, warnings and information Designed to draw the EMD through a consistent, verifiable process, meaning every caller can rely on an effective assessment to dispatch appropriate EMS resources
