7. มีการกำหนดยุทธศาสตร์ที่เป็นพื้นฐานหลัก 3 ยุทธศาสตร์ คือ เรื่อง Infra , Human Capital, Bridging Digital และวางยุทธศาสตร์สนับสนุน 3 ด้าน คือ การปฏิรูปเศรษฐกิจ การเสริมสร้างศักยภาพให้ประชาชน และการสร้างนวัตกรรม

8. กลไกการดำเนินการตามแผนแม่บท ฯ จะอาศัยกลไกการประชุมที่จัดตั้งไว้อยู่แล้ว ซึ่งมีทั้งระดับคณะทำงาน ระดับเจ้าหน้าที่อาวุโส ระดับรัฐมนตรี โดยมี จนท สำนักเลขาธิการอาเซียน ช่วยสนับสนุน ทำหน้าที่เป้นฝ่ายเลขานุการการประชุม การติดต่อประสานงานกับหน่วยงานในอาเซียน และนอกอาเซียน รวมทั้งมี ASEAN ICT Centre ทำหน้าที่เป็นผู้กำกับดุแลเรื่องการดำเนินโครงการ และการของบประมาณจากกองทุน ASEAN ICT Fund

เป็นการศึกษารูปแบบของ PPP ในประเทศสมาชิกอาเซียน ซึ่งมีหลากหลาย เช่น Joint Venture , Strategic Partner, Design- Build – Operate , Design-Build-Finance-Operate จากผลการศึกษาไม่มี model ใดจะเหมาะสมกับทุกๆ โครงการ แต่ละประเทศก็จะแตกต่างกันไป และแล้วแต่ nature ของบริการ ซึ่งรูปแบบ PPP Model ก็มักจะมีในประเทศที่พัฒนาแล้ว อย่าง สิงคโปร์ มาเลเซีย

โครงการ ศึกษาเรื่องการลดอัตราค่าบริการข้ามแดน มีการศึกษาแล้ว และนำไปสู่การจัดทำกรอบความร่วมมือระหว่างหน่วยงานกำกับดุแลเพื่อลดอัตราค่าบริการข้ามแดนในส่วนของโทรศัพท์เคลื่อนที่ สนับสนุนให้มีการจัดทำข้อตกลงระหว่างกัน ซึ่งปัจจุบัน มีประเทศสมาชิก เช่น สิงคโปร์ และมาเลเซีย ที่มีการจัดทำข้อตกลงฯ เรื่องการลดค่า Roaming Charge ระหว่างผู้ประกอบการสองฝ่าย

1. Group 1: High Affordability and Access Brunei, Malaysia, Singapore - Affordable broadband prices for most users - Population concentrated in urban centres - Widespread adoption of broadband 2. The ASEAN Broadband Corridor (ABC) Project is a key initiative of AIM2015. It aims to promote broadband development inthe region in terms of broadband penetration, affordability
and universal access in order to enhance socio-economic growth and integration, and improve business environments. It will also support the achievement of the International
Telecommunications Technology (ITU) Global Broadband Targets 2015.

44. AIM 2015 Mid-Term Review
The AIM 2015 reached its halfway mark in 2013 – thus important to take stock of progress and refine approaches if necessary
86% of AIM 2015 has been completed or are on track for successful completion. However, 4 out of 29 Action Points run the risk of not being fulfilled.

45. Recommendations
