Identification English Learners are first identified by response to the home language survey. When enrolling in school, parents respond to four questions indicating if other languages are spoken by the student or in the home. Students with languages other than English are tested with the CELDT.

Assessment The California English Language Development Test (CELDT) determines students fluency levels in the following subtests: Reading Writing Listening Speaking

Assessment Results Students scoring levels 1-4 are considered English Learners Students are closely monitored EL’s are given the CELDT every year in the fall for proper class placement

Assessment Results (Cont.) Students scoring level 5 (Advanced) on ALL subsections of the CELDT are considered Fluent and are properly evaluated: Initial Examinees are labeled Fluent English Proficient (FEP) Annual Examinees are then considered for Redesignation.

EL Level 1-3 Placement Placed in English Language Development (ELD) classes Receive additional support in: Math Science Social Science

EL Level 4-5 Placement Placed in General Program English classes. May have additional support in: Math Science Social Studies

Redesignation Criteria Students scoring level 4 or above (early advanced or advanced) on the CELDT may be redesignated from English Learner (EL) to Fluent English Proficient (FEP) if the following criteria is met: A “C” or better in all core content courses (Math, Science, History, & English) Score Basic or above on the English (ELA) portion of the California Standards Test (CST). Score Early Advanced or above on the CELDT

Monitoring Once a student has been redesignated he or she is monitored for 2 years (4 semesters). Support is provided as needed.
