4 FWISD Dual Language Program Implementation
Research and Planning School Year # of One-Way campuses Two-Way campuses Total DLE campuses 39 - 39+10=49 49 49+8=57 57 57+2=59 + 3 62 59 3+2=5 64 5+4=9 68 NOTES: We began our search for a bilingual program in FWISD during the school year due to the Commissioners Exceptions Report. Among our search we found the Gómez-Gómez Dual Language Enrichment (DLE) Model. Developed by Dr. Leo Gómez and Dr. Richard Gómez from South Texas. The Gómez-Gómez DLE model offers a One-Way model which targets ELLs only and a Two-Way model which targets both ELLs and RP students. Our district decided it would be best to start off with the One-Way model since are responsibility is to comply with expectations and/or mandates of the Commissioners Exceptions Report. It was also decided to start off with the PK and K students, and every year adding a grade and new campuses to reduce the Exceptions Report. We began our DLE journey during the school year with 39 One-Way model campuses. Out of the 39 campuses, 32 of them were our initial Bilingual (early-exit Transitional and modified bilingual) campuses and we added 7 ESL-ONLY campuses to become bilingual campuses making our total of DLE campuses to 39. During the school year we added 10 more ESL-ONLY campuses to our list of One-Way DLE schools making it a total of 49 DLE campuses. In we did not add any campuses to our list which left our count of One-Way schools at 49. But we continued to move up to the next grade level. school year we added 8 ESL-ONLY campuses to our list of DLE One-Way schools making it a total of 57 campuses. For the next two school years, we did not make any changes to our list of campuses. However, we continued to move up to the next grade level brought big changes to our district. It was the first year we implemented the Two-Way model. Although we add a total of 5 campuses that year, some where implementing One-Way only and others were implementing both Two-Way and One-Way. 1 Campus offered the One-Way model in PK & K, 1 offered the One-Way model in K only. 2 campuses offered PK using the One-Way model and K using the Two Way model. The 5th campus implemented PK & K using the Two-Way model. we added 2 more ESL-ONLY campuses. 1 campus implemented the One-Way model in PK and the Two-Way model in K. The other campus only implemented the Two-Way in K. We have already started working on next school years plans for the DLE program and have proposed to implement the DLE program on 4 more campuses, which will make our DLE Campus list have a total of 68 campuses. We have 898 Bilingual/ESL teachers dedicated to serving the needs of our DLE students. NOTES: We began our DLE journey during the school year with 39 campuses. 32 campuses were our initial Bilingual Campuses and that year we added 7 ESL-ONLY campuses to become DLE campuses. 6 FWISD Program Placement
Students that are placed in the FWISD One-Way model, are students that are multilingual students (known as ELLs). These students automatically qualify to be placed in the DLE Program. Students that are placed in the FWISD Two-Way model, are students that are multilingual and automatically qualify to be placed in the DLE Program along with English monolingual students. The monolingual students must apply to participate in the DLE Two-Way Program. Applicants for the Two-Way program are selected by criteria established in our lottery system.
