4 The Housing Inventory Count (HIC) is a comprehensive inventory for all housing that is dedicated to serving homeless and formerly homeless individuals and families within a CoC – All year-round beds/units should be counted – All seasonal beds should be counted – All voucher beds/units should be counted – All overflow beds/units should be counted VA-funded beds/units that are dedicated for homeless persons should be included in the Housing Inventory Count.

The HIC is completed annually by every CoC The count of beds/units within a CoC is commonly conducted at the same time as the Homeless Point- In-Time (PIT) Count The HIC is a one-day inventory count The Program Descriptor Data Elements (PDDE) form the components of the HIC The PDDE are required in HMIS for all VA programs

6 What is the HIC? Beds/units recorded on the HIC are organized into five Program Types: – Emergency Shelter: Total number of shelter beds and units. – Transitional Housing: Total number of transitional beds and units. – HPRP Homeless Assistance (Rapid Re-Housing): Total number of HPRP Homeless Assistance beds and units. – Safe Haven: Total number of Safe Haven beds and units that satisfy HUD’s standards. – Permanent Supportive Housing: Total number of permanent supportive beds and units. All beds/units included on the HIC must be recognized as part of the formal homeless system

7 What is the HIC? The HIC is organized into 5 category types: – Emergency Shelter – Transitional Housing – HPRP Homeless Assistance – Safe Haven – Permanent Supportive Housing

10 The HIC allows HUD and the CoC to understand the housing capacity of the community The HIC is compared to the PIT to analyze system capacity The HIC is critical in completing the following: – Annual Homelessness Assessment Report (AHAR) – Notice for Funding Availability (NOFA) – Local CoC Planning Housing Needs Assessment Gaps In Service Assessment Special Populations Housing Assessment

11 Why is the HIC Important? The HIC allows CoCs to determine whether or not local housing capacity is sufficient to meet need VA programs are critical in the HIC to determine if Veteran homelessness is being addressed

12 Why is the HIC Important? Advantages of increased VA program participation: – Higher Scores on HUD NOFA application – Increased AHAR capacity – Understanding the scope of homelessness – Understanding the shelter system capacity – Improved housing and service planning – Increased ability to address homeless veteran population

14 Grant and Per Diem (GPD) and the HIC 13 Transitional Housing – Total number of transitional housing beds and units designed to serve people who are homeless All VA GPD beds/units should be included on the Housing Inventory Count (HIC) as Transitional Housing with the prefix “GPD” in the program name.

15 HUD VASH and the HIC Permanent Supportive Housing – Total number of permanent supportive housing beds and units designed to serve people who are homeless All HUD VASH should be listed under the Permanent Supportive Housing category on the HIC with the prefix "VASH".

16 Supportive Services for Veterans Families (SSVF) and the HIC SSVF Homeless Assistance – Total number of SSVF homeless assistance beds and units designed to serve people who are homeless – Only for the night of the CoC designated annual inventory All VA SSVF should be listed under the Rapid Re- Housing category on the HIC with the prefix “SSVF". 15

17 Supportive Services for Veterans Families (SSVF) and the HIC 16 SSVF Homeless Assistance – Total number of SSVF homeless assistance beds and units designed to serve people who are homeless – Count the number of actual beds and units occupied on the night the annual inventory was done. All VA SSVF beds should be listed under the HPRP category on the HIC Program name should include the prefix “SSVF".

18 Health Care for Homeless Veterans (HCHV) and the HIC VA Emergency Housing Community Contract Beds – All Emergency Housing bed should be listed under the Emergency Shelter category on the HIC. Program name should include the prefix “HCHVEH". VA Residential Treatment Program Contract Beds – All Resident Treatment beds should be listed under the Transitional Housing category on the HIC. Program name should include the prefix "HCHVERT". Safe Haven Program Contract Beds – All Safe Haven beds should be listed under the Safe Haven category on the HIC. Program name should include the prefix " HCHVESH".

19 Mental Health Residential Treatment Programs Domiciliary Care for Homeless Veterans (DCHV) and the HIC For 2011 all DOM beds should be included on the Housing Inventory Count (HIC) as Emergency Shelter with the prefix “DOM” in the program name. For 2012 all DOM beds should be included on the Housing Inventory Count (HIC) as Transitional Housing with the prefix “DOM” in the program name.

20 Compensated Work Therapy (CWT) Transitional Residence (CWT TR) and the HIC All CWR/TR beds should be included on the Housing Inventory Count (HIC) as Transitional Housing with the prefix “CWTTR” in the program name.
