Green Partnerships Rethymno, 09 - 10 April 2013 3 Purpose Why are we here we would like to support local administrations to overcome existing obstacles and effectively implement the set measures for better energy efficiency of cities and regions = MORE EFFICIENT IMPLEMENTATION OF MEASURES FOR ENERGY EFFICIENCY AND USE OF RES Why local partnerships to form local networks with organisations and individuals responsible and involved in energy chain

Green Partnerships Rethymno, 09 - 10 April 2013 4 Background Energy efficiency and use of RES are popular topics Each municipality/region has a plan/strategy to improve the situation BUT: In reality it’s hard to improve things Strategy/plan lies in the drawer People are not aware enough of what should be done and how employees in responsible organisations (municipalities, energy agencies etc.) and people affected by the measures (in public buildings, users of facilities, lightning etc)

Green Partnerships Rethymno, 09 - 10 April 2013 5 NEEDS ARE: To identify the obstacles to effective implementation of energy strategies To enhance capacity of employees in public administration To connect with all stakeholders in energy chain To educate and increase awareness and build new habits To include companies and SMEs with new technology and approaches To tailor technological solutions to the real needs of people To build on existing knowledge and methods

Green Partnerships Rethymno, 09 - 10 April 2013 6 WE WILL ADDRESS THOSE NEEDS: The knowledge, methods, projects, experience of partners How to overcome the obstacles Expert groups Step-by-step Guide WP3 joint approach To assess needs of the employees in public bodies To create Local Action Groups of relevant public organisations To provide them with capacity building trainings and materials Based on the methods shared in WP3, but tailored to regional/local needs WP4 capacity building Pilot areas with pilot activities To form local partnerships of all affected stakeholders To define measures that will be improved To test the new approach in practice – methodology, knowledge and networking To implement several events, to prepare technical solutions WP5 local partnerships TRANSNATIONAL LEVEL LOCAL PUBLIC BODIES LOCAL PARTNERSHIPS

Green Partnerships Rethymno, 09 - 10 April 2013 8 EXPECTED RESULTS: Strengthened implementation of local energy strategies Recommendations for overcoming existing obstacles in: Technical requirements, green public procurement, EE, RES Skills, cooperation Increased competences of 200 employees in local public authorities 24 pilot cases implemented, boosting 12 mio € of future investments 11 pilot areas, improved awareness of at least 1.350 local users

Green Partnerships Rethymno, 09 - 10 April 2013 13 WP3 Joint approach for more efficient implementation of local energy strategies WP leader: AREANATejo Activities: Joint approach of all partners: Comparison of existing approaches, models … Identification of obstacles, bottlenecks … Exchange of knowledge between partners: Expert groups in different RES and key topics someone knows one area and someone another if we join forces this is a great knowledge data-base Workshops and study visits for partners – along the meetings, one outside MED Preparation of materials for work at local/regional level in WP4 and WP5 Common guidelines and monitoring system Step-by-step Guide for efficient implementation of local energy strategies : Prepared in English, translated and printed in all languages to be available for employees in public bodies, offered to Covenant of Mayors

Green Partnerships Rethymno, 09 - 10 April 2013 14 WP4 Capacity building and knowledge transfer for public bodies in MED cities and regions WP leader: TUC Activities: Preparation of local step-by-step plans: Formation of local action groups: decision-makers, public authorities, relevant organisations Local step-by-step plans to define how to improve implementation at local level Capacity building and knowledge transfer for public bodies: Workshops for employees Materials for the workshops – prepared by expert groups in WP3 Improvement of the local energy strategies: At the end: on the basis of pilot testing (WP5) local energy strategies will be improved – prepared in Albania

Green Partnerships Rethymno, 09 - 10 April 2013 15 WP5 Pilot testing of more efficient implementation of energy strategies by creating local partnerships WP leader: KGZS MB Activities: Establishment of local partnerships: Pilot areas (1 per country) with pilot cases (1-4 per country) were defined at the local stage Capacity building and knowledge transfer for public bodies: Workshops for employees Materials for the workshops – prepared by expert groups in WP3, translated by each partner to national language Improvement of the local energy strategies: At the end: on the basis of pilot testing (WP5) local energy strategies will be improved – prepared in Albania
