Training notes: Recap Census: Complete coverage and accurate enumeration Census is not merely a headcount Dates of population enumeration Census 2011: – February 6 th – 8 th : Getting acquainted with the EB, preparing layout map – February 9 th – 28 th : updating Abridged Houselist (AHL) and canvassing the Household Schedule – February 28 th night: enumeration of houseless population – March 1 st – 5 th : Revisional round – March 7 th : Preparation of provisional population total and sending to DCO – By March 15 th : All validated totals should reach ORGI headquarters – By March 31 st : Provisional Results released by RG & CC I Census moment: 00.00 hrs of 1 st March 2011 Phase II: Timeline is of paramount importance

Recap: Duties, Legal provisions Enumerator: Should not be allowed to bunch work Supervisor: Should monitor, assess and ensure that the work is completed Census Act & Rules: – Census Officers are appointed U/S 4 of Census Act, 1948 – Section 15 provides for Confidentiality of information given by the informant – Section 11 has provisions for penalties Decisions: – Supervisor’s role may be elaborated on a 2 page write-up and weekly reporting format should be circulated – Supervisors may be given a short separate training to explain her role Checking a part of filled-in Schedules Checking that deaths would be deleted.

Recap: Updating AHL AHL has 6 Sections Section 1 has concordance statement between HLB and EB – Concordance statement is to be prepared if HLB has been split into more than one sub-block – The change should be reflected in the Map and Charge Register – Geographic boundary should be clearly available while making the Sub-Blocks Section 2: – Houselisting and Housing Census – Printing of Abridged Houselist (AHL) and sending to Jobs to be done: Issue clarification on – How to give EB number a new area left uncovered during HLO? – Whether Sub-block can be formed if buildings in one area has not been covered during HLO – How to show it in the map and in the revised Charge Register? – Which are the situations where a Schedule is to be filled-up or not (consider each of situations 1 to 9) – Pre-filling of form means filling-up location particulars up to EB number and sub-block number

8 Abridged Houselist last day of training: Collect Census materials including Identity card Check location particulars appointment letter vs. AHL Jobs of the enumerator (Summary at Para 2.4 to 2.7) Attend training at the specified dates and times given (Para 2.5 (i)) 1 st to 5 th March 2011: revisional round Update Household Schedule (Chapter 8) Strike page totals (Para 6.252 to 6.259) Prepare working sheet and enumerator’s abstract (Ch. 9 & 10) 6 th – 8 th February 2011 Identify EB boundary and prepare layout map (Para 4.54) Same house No. on AHL and updated layout map (Para 4.53 (ii)) Make separate Layout Map & other material for each allotted EB (para 4.34) Do not copy layout map of HLO By 6 th March 2011 Handover all records to Supervisor with certificate of complete coverage and inventory of used / unused materials (Para 10.13 to 10.15) Submit one folder for each allotted EB (Para 10.12) 9 th – 28 th February 2011 Update AHL and fill-up Household Schedule together (Para 4.57) Same house number on AHL and updated layout map (Para 4.53 ii) Separate set for each allotted EB Night 28 th Feb 2011: enumeration of houseless households (Chapter 7)

Recap: Schedule Top of Schedule – Do not write on bar code area – Filling-up the location codes is very important for preparation of summary and village-wise data – Fill-up the particulars from AHL correctly – Give description of the institutional households Questions 1 to 6: – Assure confidentiality of information to get all members, servants, PG, etc. – Read paragraph 6.6 to decide persons who are eligible to be enumerated before too much digression takes place – Write relationship to head in full – If date of birth is not known, first try to estimate the year of birth, not age – For marital status and age at marriage, ensure about confidentiality to get correct response

Recap: Gender module and Q 7 to 14 Gender module – District level data sheets will be provided to GMTs – Census does not leave persons based on gender – Instead of showing the data first, ask whether milking, etc. are work or not Then, show the data and ask why these are so low Then, how the figures so low? – both us and respondents are responsible Question 8: – An SC/ST is one whose caste/tribe name appears in the list – Census does not have anything to do with her/his social standing – Use the list given as per updated Central notification given by the DCO, not any other State list

Recap: Gender module and Q 7 to 14 Question 8: – Do not enter into any dispute, tell firmly about the law to record as per list – Migrant SC/ST status is not recognised, the lists are State specific – Check the spelling both in English and local language with the actual notification – An enumeration of all castes will be carried out separately. Only SC/ST are being canvassed now It has been decided at the highest level that it will be done without affecting the sanctity of headcount Questions 10, 11: – Record exactly as the respondent is telling

Recap: Q 12 to 14 Questions 12 to 14: – Q 12 and 13 will be in codes, Q 14 is description – Able to Read and write with UNDERSTANDING – Page totals are to be struck after revisional round – We are not verifiers. So, do not emphasise on literacy tests in Para 6.81 – For disabled, record whether they attend special institution although that institution is providing degrees (do not record school, college if they are attending special institutions)
