FOOTBALL It's a game of inches. It's a game of controlled collision. It's a game of options.
2
Team options in FOOTBALL From the coin toss to placement of the ball in overtime Presented by Bill Bert, interpreter Lancaster Chapter of PIAA Football Officials
3
COIN TOSS Held before the scheduled game starting time. Toss or simulated toss on field 3 minutes before starting time. (3-2-1)
4
COIN TOSS Visiting team will give a “heads” or “tails” choice before the coin toss. Winner of toss may choose to receive, kick, defend a goal or defer first choice of options to 2 nd half. (3-2-3)
5
COIN TOSS Keep it simple – receive or defer. Opponent gets remaining choice or – if winning team deferred – it will elect to receive.
6
MOCK TOSS U Umpire brings team from chains sideline. Referee brings team from press box sideline. Referee on side that team from opposite sideline will be going. R
7
MOCK TOSS U Review options selected. R
8
MOCK TOSS U Review options selected. If winner defers, tap shoulder and give signal. R
9
MOCK TOSS U Rotate teams. Referee rotates in front of teams, taps shoulder of receiving captain and signals receive. R

2 nd HALF R L H U B
11
OVERTIME 3-minute intermission. Coin toss, visitor calls. Winner may choose offense, defense or end of the field. Opponent gets remaining option. First option alternates if game remains tied.
12
GAME BALL If the defense scores a touchdown, it may use any referee-approved ball for the try. Each team may use any referee-approved ball of its choice to free kick or start a new series of downs. (1-3-2)
13
PENALTIES Any penalty may be accepted or declined. (10-1-1) The distance penalty for any foul may be declined. Decisions must be made before any timeout.
14
PENALTIES Give preliminary signal to press-box side of field only. You might skip the preliminary signal on false starts, encroachments and some other dead-ball fouls, but they should not be skipped on live-ball fouls.
15
PENALTIES Special options apply to: Free kick out of bounds. Kick-catching interference. Double fouls with change of possession. Fouls during or after scoring plays.
16
Special options can come into play as soon as the opening kickoff. PENALTIES Free kick out of bounds 5-yard penalty and K re-kicks. Take first down 25 yards from previous spot. Decline and take ball at the inbounds spot. (6-1-8)
17
PENALTIES Free kick out of bounds Signal – free kick out of bounds. Point to yard line if ball taken 25 yards from previous spot. BJ gives final signal if rekick.
18
PENALTIES Kick-catching interference. During free kick or scrimmage kick, no player may touch the ball or R or may obstruct R's path to the ball. K may catch, touch, muff or bat a scrimmage kick if no player of R is in position to catch the ball. (6-5-6)
19
PENALTIES Kick-catching interference. Penalty is 15 yards from previous spot or an awarded fair catch at the spot of the foul. Don't confuse this with contact after a fair catch.
20
PENALTIES Double foul during change of possession down when team last in possession did not foul before it gained possession. Team may decline its opponent's foul and retain possession. It also may accept its opponent's foul, which creates a double foul and replay of the down. (10-2-2)
21
PENALTIES Double foul during change of possession down when team last in possession did not foul before it gained possession. Team not last in possession then may accept or decline fouls. Same applies if all R fouls are PSK. (10-2-3)
22
PENALTIES Fouls during or after scoring plays. Generally: Special options exist for either A or B on dead-ball, unsportsmanlike or nonplayer fouls. Only A has special options for live- ball fouls.
23
PENALTIES Fouls during or after scoring plays. Touchdown. Foul by B – live-ball, unsportsmanlike, dead-ball before initial RFP for try: A may accept result of the play and take penalty on try or kickoff. (8-2-2, 8-2- 4, 8-2-5)
24
PENALTIES Fouls during or after scoring plays. Touchdown. Sequence when on KO.
25
PENALTIES Fouls during or after scoring plays. Touchdown. Foul by A – unsportsmanlike during or after the down or dead-ball foul before initial RFP for the try: B may take penalty on try or kickoff. (8-2-4, 8-2-5)
26
PENALTIES Fouls during or after scoring plays. Touchdown. Foul by A – live-ball: B must take penalty to negate the score. Declining the penalty results in a touchdown with no enforcement.
31
PENALTIES Fouls during or after scoring plays. Touchdown after change of possession. Live-ball after change of possession: Same as if no turnover. (8-2-3) Foul before change of possession: Scoring team must decline penalty to keep score. Opponent must accept penalty to negate score. (5-2-1, 10-6)
34
PENALTIES Fouls during or after scoring plays. Try for point. Dead-ball after RFP but before snap: Either team, enforce on try only. Dead-ball after kick (good or no good): Either team, enforce at succeeding spot. (10-4-5)
35
PENALTIES Fouls during or after scoring plays. Try for point. Live ball. Try is good. By A: B accepts penalty to negate points; retry unless loss-of-down foul. No option to enforce on kickoff. (8-3-4) By B: A may accept penalty and retry or accept point(s) and take penalty at succeeding spot. (8-3-5)
36
PENALTIES Fouls during or after scoring plays. Try for point. Live ball. Try is no good By A: Penalty obviously declined, no enforcement. (8-3-6) By B: Replay after enforcement with or without distance penalty. No carryover. (8-3-6)
38
PENALTIES Fouls during or after scoring plays. Field goal. Live-ball. Kick is good. By A: Accept penalty with enforcement at previous spot; declining penalty scores FG By B: Accept penalty and replay or accept points and take penalty at succeeding spot (8-4-3)
39
PENALTIES Fouls during or after scoring plays. Field goal. Live-ball. Kick is no good. By A: B may decline penalty and take possession or enforce penalty at previous spot. By B: Enforce penalty at PSK spot (if applies); otherwise, previous spot. (10-4-3)
40
PENALTIES Fouls during or after scoring plays. Effect on overtime. Fouls with option to subsequent kickoff, may not be carried over to or applied during overtime. Touchdown. Fouls with option to succeeding spot, may be applied in overtime. Extra points and field goals.
44
AFTER TRY OR FIELD GOAL Opponent of the scoring team shall designate which team will kick off. (8-3-9, 8-4-2)
45
FAIR CATCH Captain may choose to free kick or snap anywhere between the hash marks on the yard line through the spot of the catch or the spot of interference when a fair catch is awarded. (6-5-4) Choices remain after a dead-ball foul or an accepted foul during the next down.

FIRST TOUCHING Free kick – K touches kick before it crosses R's free- kick line or is touched by R player. (6-1-6) Scrimmage kick – K touches kick beyond expanded neutral zone before touched by R. (6-2-5)
50
FIRST TOUCHING R may take the ball at the spot of first touching, or any spot if there is more than one, or it may accept the result of the play.
51
FIRST TOUCHING Ignore touching if caused by R pushing or blocking K into the ball. R loses the right to take the ball at the spot of first touching if R touches the kick and later commits a foul or if the penalty is accepted for any live-ball foul.

55
SHORTENING PERIODS A period or periods may be shortened in any emergency by agreement of the opposing coaches and the referee. By mutual agreement of the opposing coaches and the referee, any remaining period may be shortened at any time or the game terminated. (3-1-3)
56
MISAPPLIED RULE Team's request must be made prior to the time the ball becomes live after the play to be reviewed. (3-5-11) No change – timeout charged to team or delay of game penalty. If change – official's timeout.
57
CORRECTING TIMING ERROR The referee shall have authority to correct obvious errors in timing if discovery is prior to the second live ball after the error unless the period has officially ended. (3-4-7)
