European policy challenges and urban implications Decarbonisation 60% CO2 reduction of transport by 2050 Financial crisis What will be long- term effects on transport investments? Ageing population 30% over 65 by 2050 How to ensure access? Migration and urban development 80% live in urban areas How to create effective mobility systems? CIVITAS Collective Passenger Transport 13 Sept 2011 Brussels Siegfried Rupprecht Oil dependence Still 90% oil by 2020? Is electricity the solution?

CIVITAS Definition “Collective Passenger Transport” The stimulation of public transport involves improved quality of services by means of introducing: Clean and energy-efficient vehicle fleets Non-conventional public transport systems Innovative organisation, financing and management systems Improved security & safety Integration with walking, cycling and other modes Particular attention paid to: Accessibility of people with reduced mobility CIVITAS Collective Passenger Transport 13 Sept 2011 Brussels Siegfried Rupprecht

Collective Passenger Transport One of the 8+1 CIVITAS thematic groups Clean fuels and vehicles Collective transport Demand management strategies Mobility management Safety and security Car-independent lifestyle Urban freight logistics Transport telematics Integrated planning A good example for the importance of policy and measure integration A means to address various urban challenges CIVITAS Collective Passenger Transport 13 Sept 2011 Brussels Siegfried Rupprecht

Long-term evaluation of CIVITAS identified key challenges Healthy environment - Complying with EU clean air and noise regulations Mobility and access - Ensuring sustainable access to city centres and economic zones Freight delivery – Setting up a more sustainable freight policy Safety and security for all – Creating safer mobility and less (perceptions) of insecurity for all travellers Participation - Obtaining legitimization and public support for transport measures CIVITAS Collective Passenger Transport 13 Sept 2011 Brussels Siegfried Rupprecht

Multiplying effects through integrated implementation Environmental effects Promotion of Collective Passenger Transport (CPT) and clean vehicles and fuel Socio-economic effects Improvement of CPT (on demand services) and neighbourhood initiatives Changes in mobility behaviour Promotion of CPT and alternative modes (carpooling, car sharing, cycle rental) + access restriction for the private vehicle Improved traffic conditions, safety, security, accessibility CPT infrastructure improvements, traffic and transport management and urban design CIVITAS Collective Passenger Transport 13 Sept 2011 Brussels Siegfried Rupprecht

Snapshot of results --- Stockholm Stockholm integrated package Congestion charging (22% decreases in traffic), biogas fuelled public transport vehicles (324 during CIVITAS I project), public transport promotion (increase of 3% in public transport travel) Environmental effects 3% increase due to Collective Passenger Transport promotion and congestion charging Multiplying the environmental effect of clean vehicles and fuels as this 3% of increased public transport passengers replaced their polluting private car travel by a travel in a clean fuelled public transport CIVITAS Collective Passenger Transport 13 Sept 2011 Brussels Siegfried Rupprecht

Snapshot of results --- Genoa Genoa integrated package Agency for flexible (demand responsive) services based on mature ITS platform, implementation and integration of new mobility services in low demand areas with accessibility problems accompanied by marketing campaigns Results Integration of demand response services and increase in their passenger number to 105,000 per year (+35%) In one area of Genoa (Bolzaneto), a demand responsive service has replaced traditional fixed routes resulting in 13% increase in passengers and, according to a Cost- Benefit Analysis, savings of €34,500 per year due to decreased environmental pollution combined with modal shifts High quality service: Customer satisfaction with two demand responsive service providers of 98% and 93% CIVITAS Collective Passenger Transport 13 Sept 2011 Brussels Siegfried Rupprecht

Snapshot of process evaluation results Funding Needs to be long-term and continuous (avoid permanent negotiation process) User needs Important to take into account that passengers strive for smooth and few interchanges User needs analyses important, but staged implementation useful for innovative services Soft measures Inexpensive and efficient, especially when combined with infrastructure investments Cooperation Prerequisite of intermodal services Complex interaction for info & ticketing CIVITAS Collective Passenger Transport 13 Sept 2011 Brussels Siegfried Rupprecht
