7 Department of Defense Instruction (DoDI) 1000.11 – Financial Institutions (FIs) on DoD Installations DoD Financial Management Regulation, Volume 5, Chapter 34 DoDI 1344.07 – Personal Commercial Solicitation on DoD Installations DoDI 1342.27 – Personal Financial Management for Service Member –Currently being coordinated for reissuance under DoDI 1342.22 – Military Family Readiness Regulation/Policy 7

8 DoDI 1000.11 – Financial Institutions (FIs) on DoD Installations –“No more than one banking institution and one credit union…shall be permitted to operate on a DoD installation…” DoD FMR Vol 5, Ch 34 –“implements DoD Instruction 1000.11, and prescribes guidance governing the establishment, support, operation and termination of banks and credit unions operating on DoD installations worldwide…” DoDI 1344.07 – enforce the provision of paragraphs: –6.6.3 and 6.6.4 – sponsorships, advertising, and presentation of competitive literature –6.7.5 and 6.7.6 – providing financial education and counseling DoDI 1342.27 – enforce the provision of paragraphs: –5.2 and 5.3 – financial education requirement for on-base FIs Major Provisions 8

9 DoD FMR Vol 5, Chapter 34 –340305 K. - “Encourage and assist duly chartered FIs on domestic DoD installations to provide complete financial services to include, without charge, basic financial education and counseling services.” –340307 H. – Installation Commanders shall: “Seek the provision of financial services only from existing on-base FIs, proposing alternatives only where on-base FIs fail to respond favorably to a valid requirement.” –340409 A. – “Officials of on-base FIs shall be invited to take part in seminars to educate personnel on personal financial management and financial services. FIs shall be encouraged to provide financial education and counseling services as an integral part of their financial service offerings.” –Briefings and materials submitted in advance …not used to promote services...
