2 Welcome and Overview

3 Purpose The purpose of this exercise is to provide participants an opportunity to evaluate current response concepts, plans, and capabilities for a response to a bioterrorism event in [Jurisdiction]. The exercise will focus on local emergency responder command and control coordination, critical decisions, public information, and the integration of State and Federal assets necessary to save lives and protect public health and safety.

4 Scope The exercise will focus on the role of [Jurisdiction] in response to potential consequences of a bioterrorist event Processes and decision-making are more important than minute details The emphasis is on coordination, integration of capabilities, problem identification and resolution

5 Target Capability: Emergency Public Information and Warning

6 Objectives Assess the ability of the public information staff to provide emergency public information, including to people who need additional assistance in an emergency, prior to, during, and after a biological terrorism incident, in accordance with the EDS Plan. Discuss the process the public information staff will use to identify public information needs of the effected area and methods of disseminating information during a biological terrorism incident, in accordance with the EDS Plan. Assess the process the public information staff uses to identify the necessary participants in the Joint Information Center during a biological terrorism incident, in accordance with local standard operating procedures. Review the process for establishing a timeline for periodic updates and regularly scheduled media conferences by the Public Information Officer during a biological terrorism incident, in accordance with local standard operating procedures. 7 Objectives Review the process to be taken by the Public Information Officer for addressing rumors and misinformation during a biological terrorism incident, in accordance with local standard operating procedures. Discuss the process public information staff will use to demobilize the Joint Information Center and after a biological terrorism incident, in accordance with standard operating procedures. Assess the adequacy of the agency’s pre-event planning for public information and warning, during a biological terrorism incident, in accordance with the EDS plan. Examine the process for local incident command to assign a public information officer, during a biological terrorism incident, in accordance with the EDS Plan. Four modules, each comprised of… Multimedia situation updates Moderated group discussion of response issues This is an open, low-stress, no-fault environment. Varying viewpoints, even disagreements, are expected Consider different approaches and suggest improvements Base your responses on the current capabilities of your agency Feel free to visit other participants

10 Assumptions & Artificialities
The scenario is plausible, and events occur as they are presented. There is no “hidden agenda”, nor any trick questions. All players receive information at the same time.

13 [Month, Day, Hour] Credible intelligence at home and abroad has projected the possibility of a terrorist attack on U.S. soil. By order of the Executive Office and the Department of Homeland Security, the threat level has been increased to Red (Severe Risk). Intelligence and Health Care Communities have heightened awareness and surveillance measures. A white powder incident in downtown Philadelphia is confirmed to be Anthrax. 15 Module 2: Detection and Activation

16 [Month, Day, Hour] A suspect white powder case is report in [Your Town/City]. Law enforcement believes the situation may be an act of bio-terrorism. Results from the State Lab have confirmed the substance as weaponized anthrax. Federal, State and Local officials have agreed that mass prophylaxis is needed to treat those exposed within 48 hours. [Your Town/City] has deployed resources to open an initial Emergency Dispensing Site (EDS) at [name of an EDS] at [EDS address]. Media coverage has increased as the event unfolds and more people are rushing to [Hospital name]. Response staff has arrived at [EDS name] and have set up the operation. 18 Module 3: Response Underway

19 [Month, Day, Hour] A large of group of concerned citizens from the nearby office plaza arrive at the entrance. When they are asked to wait outside of the [EDS name] facility, their concern and confusion becomes palpable. After hearing a public service announcement on radio channel 94.6 FM, several dozen college students from the nearby campus have arrived at the dispensing site. One student begins to become visibly upset after receiving a phone call from a family member affected by the Anthrax attack. 20 [Month, Day, Hour] A local media outlet just reported a rumor regarding a street fight breaking out over access to medications. Citizens are reporting to [EDS name] unprepared to answer questions regarding the overall health of their households. As a result, the goal throughput is not being reached.
