2 NIH Public Access Policy In 2005, the NIH issued a public access policy requesting that any publications resulting from work supported by NIH funding be voluntarily submitted to the digital archive PubMed Central (PMC) The new law now requires researchers to submit journal articles derived from work supported via NIH funds to PMC What it means to OHSU Researchers

3 NIH Public Access Policy The law states: –The Director of the National Institutes of Health shall require that all investigators funded by the NIH submit or have submitted for them to the National Library of Medicine's PubMed Central an electronic version of their final, peer-reviewed manuscripts upon acceptance for publication, to be made publicly available no later than 12 months after the official date of publication: Provided, That the NIH shall implement the public access policy in a manner consistent with copyright law. 4 NIH Public Access Policy When did the new policy take effect? –April 7, 2008 All articles funded by NIH that are accepted for publication after this date must be submitted to PMC. –May 25, 2008 All NIH applications, proposals and progress reports must include the PMCID when citing an article that falls under the policy and is authored or co-authored by the investigator. 5 NIH Public Access Policy Who is ultimately responsible for ensuring compliance with the new NIH public access policy? –The Principal Investigator will be asked by NIH to approve the submission and affirm that copyright allows deposit to PMC. NIH will email the PI to review the formatted manuscript to make any necessary corrections and approve its public availability in PMC after any delay period specified during submission. –Manuscripts will not be posted to PMC without final approval from the PI. –Any PI receiving NIH funds is ultimately responsible for compliance for all corresponding work under their supervision even if the PI is not an author or co-author of a publication that falls under the authority of the NIH policy. 6 NIH Public Access Policy When is an author required to comply with the policy? –Manuscript generated by NIH FY 2008 grant or cooperative agreement and accepted for publication on or after April 7, 2008 OR –Manuscript generated by a continuing NIH grant or cooperative agreement that is active in FY 2008 and accepted for publication on or after April 7, 2008 OR –Manuscript generated by an NIH contract awarded after April 7, 2008 What it means to OHSU Researchers

7 NIH Public Access Policy Retaining your rights prior to publication –Authors should seek confirmation from publishers before submitting a manuscript for peer review to verify that a publisher will allow an author to retain the right to comply –The OHSU Library has language and addenda that authors can add to their publication agreements prior to acceptance to ensure they retain their rights to submit material to PMC What it means to OHSU Researchers

8 NIH Public Access Policy How soon after publication do I have to submit my material to PMC? –NIH policy states that authors should submit their material to PMC no later than 12 months after date of publication What it means to OHSU Researchers

9 NIH Public Access Policy How can I submit material that falls under this new policy to PubMed Central? –Publish with a journal that participates in PubMed Central http://publicaccess.nih.gov/submit_process_journals.htm –Self-submit via the NIH Manuscript Submission System (NIHMS) http://www.nihms.nih.gov/ –Have your Publisher submit the manuscript to PMC for you Publishers may charge a fee for this service or may combine it with other fee-based services such as immediate open access to the article on the publisher’s website What it means to OHSU Researchers

11 NIH Public Access Policy Best Practices for Successful Submissions - Be aware of your rights. Do not sign any copyright agreement that does not include the right to submit to NIH. - Consider publishing in journals that participate in PubMed Central. - Submit your original manuscript.
