Background  Construction of master drainage facilities in existing Line D and D1 channels  Improved Crossings on Jefferson and Madison to allow 100-year flows to safely cross underneath and keep these major access routes open  1,970 LF of 108-inch cast-in-place storm drain pipe  895 LF of double 7’ x 14’ reinforced concrete box  925 LF of 36” reinforced concrete pipe  18,470 SF of concrete and sheet pile retaining walls  105,000 CY of grading  Regulatory permits from CDFG, Regional Board, Army Corps  1 acre and 1,597 LF of onsite mitigation  Purchase of 1.47 Parcel for mitigation  Purchase of 2 acres of offsite mitigation  Retrofit existing catch basins on Jefferson with water quality inserts

Bid Results  Notice Advertising Bids issued October 14, 2011  Bid opening date November 16, 2011  Ten bids received Bids ranged from $3,665,775.16 to $6,213,996.60 Engineer’s Estimate was $6,000,000  Low bid submitted by Bedon Construction, Inc. from Temecula, CA, in amount of $3,665,775.16  Bids reviewed by Engineering staff and determined that prices are consistent with the current construction market

Low Bidder  Low bid of $3,665,775.16 submitted by Bedon Construction, Inc. from Temecula, CA  The Bedon Construction bid met the terms of bid specifications by providing all necessary forms, contract documents, bid bond, schedules and statements  Statement of Technical Ability and Experience listing successfully completed work of similar character:  Line Q & Orange Avenue – City of Perris  Murrieta Line ‘F’ – Riverside County Flood Control  Palm Canyon Wash – Riverside County Flood Control  Paloma Wash – Pardee Homes  Bid protest period ends November 30, 2011 at 5:00pm, no bid protests have been received

6. Recommendation  City Council adopt resolution awarding the contract for the construction of Master Drainage Facility Line D & D1 to Bedon Construction, Inc. in the amount of $3,665,775.16
