Regional context and rationale Southern Africa: Relevant toward our mandate; 45% under poverty line, recurrent food insecurity, highest HIV/AIDS prevalence, worst GINI ratio Relevance to the regional economy (60-80% of population employed in or depending from the agricultural sector). Region of opportunities; Best Mo Ibrahim Index, strong leadership of South Africa, rich mineral and natural resources Willingness and necessity to work regionally recognized by the Member States; SADC, RISDP/ RPRF 2010-2018, vision of a common market and regional currency 2

RPSA Food Security Programme Specific Objectives Overall goal: Resilience in food security of smallholder farmers in SADC region is increased Outcome 1: Strengthening seed systems Outcome 2: Post harvest losses are reduced and food security and incomes for target small holders farmers’ households are increased through informed policy, capacity building and appropriate technology Outcome 3: Member states use risk reduction instruments, insurance mechanisms and safety nets for food security planning and interventions. Outcome 4: Governments, Parliaments and CSOs in SADC member states have increased capacities and apply them for equitable, responsible and accountable allocation and use of public resources for agriculture and food security. 4
