Medicaid Management Information System (MMIS) Replacement Planning Phase

Planning Phase Process Received an appropriation during the 2003 Legislative Session to plan for the replacement of the MMIS. Released a Request for Proposal in early 2004 for a contractor to assist with the planning activities (requirements definition, cost-benefit analysis preparation, and preparation of the Request for Proposal for the actual MMIS replacement). Hired Fox Systems, Inc. as the Planning Phase Contractor.

Planning Phase Activities Preparation of Business Case and Need Demonstrations from the 4 industry vendors with operational systems Site visits to states with certified systems, representing the newest technology solutions Business Process Improvement / System Requirements MMIS Planning Conference

Planning Phase Activities Presentation to Legislative Interim IT Committee Initial and Ongoing Discussions with Work Force Safety to explore partnering opportunities Presentation to State Information Technology Advisory Committee (SITAC)

Planning Phase Activities Presentation from Centers for Medicare and Medicaid Services on Medicaid Information Technology Architecture (MITA). Preparation and Submission of Advanced Planning Document to the CMS Regional Office in Denver – Secure approval for procurement – Secure 90% Federal Match for Replacement project

End of Planning Phase Release of RFP for Design, Development and Implementation in January 2005 Will seek an appropriation during the 2005 Legislative Session Proposals will be due in late Spring, with contract work to begin in July 2005.
