General information about the ISARR ISARR is a modern designed international information system that provides one-stop implementation of key processes that are necessary for monitoring the implementation of various development programs, operations and project implementation and reporting on results and their analysis. IS ISARR has developed Republic of Slovenia, its operator is the Government of the Republic of Slovenia for Local Self- Government and Regional Policy (GORP), acting as the Managing Authority (MA) for the European cohesion policy and European territorial cooperation. Basis for the establishment of the system: Slovenia's Development Strategy (SDS), National Development Programme of the Republic of Slovenia (DRP), Law on balanced regional development and EU Regulations 1260/99, 438/01, 1083/06 and 1828/06.

Purpose and objectives of the ISARR Providing support to all processes of preparation and implementation of development programs and to facilitate their monitoring in one place. Combining or integrating different information systems aiming at state development policies. Systematizing collected data under the principles of collection and compilation of statistical data, taking into account the different needs of analysts and reporters. Supporting the lowest level of data collection (supporting data entry close to source creation). Providing support to the process of storing and archiving documents. Supporting as much as possible processes to beneficiaries and other participants, thus reducing their administrative burden (e-store, e- certification, e-signatures, etc.).

ISARR supports processes: Planning at the level of development programs, operations and projects; Implementation at the level of operations and projects; Payment at the level of operations, projects and schemes of State aid; Drawing at the level of operations; Support processes: Systemically controlled user access through a single site (single entry point); System and user administration; Analysis and presentation of data; Connectivity with other IS (1x data acquisition used anywhere).

User administration module Process Users and applications Value added Central creation and withdrawal of users from the system Management of user data User is entered only once, roles are assigned in several places (different coordinators at IBs) Adding applications and user administration in accordance with the rules of IB Withdrawing user’s roles E-mails are sent automatically Centralized management significantly speeds up the process User is created with one click and sent digital certificate, username and password in order to access ISARR and User Support Center Decentralisation (coordinators at IBs assume full responsibility of its users)

ISARR is a comprehensive international information system According to the series of criteria ISARR is one of the most comprehensive national and international systems of RS Complete support the processes of planning, implementation and monitoring of development programs Supports 7 development programs 10+ dynamically configurable "mega" processes Over 3,000 registered users 150-200 simultaneous users of the system Support for cross-border projects (Austria, Croatia, Hungary) Connected to 8 fiscal IS (MFERAC, IS-PA, AJPES, e-CRP, APZ.net, ISCSD, SAOP, IS-PA2007) Support for two financial perspectives 5 billion € under the Cohesion Policy Over 100,000+ programs, operations and projects 4,000+ operations of the current financial perspective 400,000+ registered documents

User support center (2) The CPU enables the following to users of the ISARR system: Reporting defects. Asking questions related to the system. Help in use of the system. Knowledge database: Frequently asked questions (FAQ). Instructions for use of applications (HOW TO). User documentation and detailed instructions. Access to literature related to training. Access to urgent information in real time via a telephone exchange. Information on eliminated defects.

User training Users benefit from a lot of training to acquire the necessary knowledge to work with the ISARR. Two types of training: Presentation / On-site support (intended for a wider audience). Education on dedicated workstations (up to 12 people). Dedicated education perform the following modules / processes: Implementation process (MVP) in Slovenian and English Module for public tenders (MJR) Planning process (MNR) Payment and Disbursement process (MČS) in Slovenian and English Module for data analyses (MAP) User Administration module (MAS) Features: Content is always tailored to users Difficulty / detail on the role of users Duration: On-site support: 1-3 hours Education on workstations: 8 lessons
