7 Board of Regents Resolution Two-Year Education Goals and Strategies August 26, 2009 1.Bring the comprehensive community college mission – transfer education, workforce education, and college/workforce readiness – to all two-year campuses affiliated with the Montana University System. 2.Develop approaches to programming, services, and tuition/fees specifically targeted to increasing adults’ enrollment in two-year education and completion of two-year degrees. 3.Develop a certificate of completion for the “universal transfer core” to facilitate student transfer and reward the completion of a quality-assured credential.

8 4.Establish common related instruction requirements in programs leading to the same career to ensure equity of access and adequacy of preparation for high- demand occupational areas. 5.Designate two-year colleges (along with MSU- Northern, UM-Western, and participating tribal colleges) as regional “hubs” for partnerships supporting high school-college transitions and workforce development in the region. 6.In collaboration with the Office of Public Instruction, develop a system-wide approach to dual enrollment opportunities

9 7.Create a virtual community college featuring the “universal transfer core,” dual enrollment opportunities, and shared programming of participating two-year colleges. 8.Coordinate/integrate data systems and improve network connectivity to support data analysis and resource-sharing. 9.Implement outcomes-based funding strategies.

11 Montana Transfer Initiative Mandated and funded by the Legislature in 2007 University System required to develop simple and clear procedures and policies regarding the transfer of credits

12 Transfer Initiative Guidelines Courses. Equivalent courses must possess the same prefix, course number, and title Credits. The credit range for equivalent courses may not deviate by more than one credit Course Numbers. Must contain three numeric characters Prefixes. Completely new prefixes must be adopted system-wide; one to four alpha characters Titles. Equivalent courses will have the same officially authorized title

13 Faculty Learning Outcome Councils (FLOCs) Organized by discipline Faculty from MUS Units –Baccalaureate institutions –Two-year colleges –Tribal Colleges –Private Institutions –In technical fields: Secondary schools (OPI specialist and designees)

15 Perkins IV Local school must offer the required courses at least one Program of Study Montana’s Programs of Study are called Big Sky Pathways

16 Programs of Study /Big Sky Pathways –Align secondary and postsecondary education –Non-duplicative progression of courses –Opportunity for secondary students to acquire postsecondary credits –Lead to an industry-recognized credential or certificate at the postsecondary level, or an associate or baccalaureate degree –Identify and address current or emerging occupational opportunities Perkins IV

18 Big Sky Pathways Montana’s name for Perkins required Programs of Study Tech Prep Consortium funded by Title II of Perkins (FVCC and MSU-Billings COT) Consortium is funding CTE FLOCs

20 Articulations Pre-2007: –CTE course articulations through Tech Prep regional consortia –Articulations between a high school and one two-year college (or consortium) in the same region July 1, 2009: –All current articulations were retired –New statewide articulations being crafted

21 Transfer Initiative and CTE Articulation Agreements FLOCs identify a set of learning outcomes to each course in the university system Outcomes for some 100-level college courses will form the basis of high school to college CTE articulation agreements HS courses that meet outcomes should articulate to ANY campus offering the course (Statewide Articulation)

22 Articulation Specialist’s Role Coordinate meetings between the secondary and two-year college FLOC members Notify secondary teachers whenever an articulation is available Register teachers as course providers Maintain database of students who have earned credit according to the agreement Notify colleges of students earning credit Provide annual renewal process

23 When the Course is Completed Teacher sends info to Specialist Specialist enters students’ names/info into a database that will be shared with two- year college registrars Specialist sends a letter of congratulations to each student with next steps information

24 Sustaining the Process Commitment by OCHE that FLOCs will convene annually to review new courses Every August/September, the Specialist will send an email to each teacher in pathway about possible articulation agreements Teachers must apply annually for their articulation agreements

25 Timeline FLOCs in prevalent CTE disciplines began meeting in April 2009 Initial set of CTE articulations will be completed by April 1, 2010 Training will be provided at MT-ACTE and other professional development opportunities

26 STATEWIDE ARTICULATION AGREEMENTS: 2009-2010 Available in November Accounting Procedures I (ACTG 101) Introduction to CAD (CAD 110) Fundamentals of Construction Technology (CSTN 100) Carpentry Basics & Rough-in Framing (CSTN 120) Available in December Introduction to Computers (CAPP 120) CISCO—Discovery and Exploration courses (ITS 140, 142, 150, 152) Welding
