This is referring to God cleansing our soul – this can be seen by the fact our spirits are totally clean.
The love of God is totally unconditional, but you will not walk in that love, feel that love or enjoy that love if you continue to make dark choices.
To enjoy freedom from sin in your soul, you need to confess your sin.

Simple – you just need to do it once
Subjunctive – it is your choice to do it
If you say what God says about your sins, God will forgive you and cleanse your mind and your habits from that sin.
