The Monroe Doctrine The US would oppose any European attempts to regain former Latin American Colonies or to establish new ones in the western hemisphere.

Specifically… The American continents, being free and independent, are no longer open to colonization by European powers. We have never taken any part in European wars and politics, nor does it fit in with our policy to do so. We will consider any attempt by the European powers to extend their political systems to any part of this hemisphere as dangerous to our peace and safety. We have not interfered and will not interfere with existing colonies of European powers. We will consider any attempt by European powers to oppress or control in any other manner the free states of the Americas as an act unfriendly to the US. The true policy of the US is to leave new nations, which Spain can never re-control, to themselves.

Consider and record…. Are there any apparent contradictions between any of the points of the doctrine?

Consider and record… The United States has repeatedly helped rebels overthrow of communist regimes in Latin America. Is this justified under the Monroe Doctrine? The US has several hundred thousand combat troops, planes, tanks and nuclear missiles in Europe. Does this violate the Monroe Doctrine? Cuba invites advisors from East Germany and Bulgaria to train its troops. According to the Monroe Doctrine can the US prevent this?

Consider and Record… Does the Monroe Doctrine (1823) fit the reality of today’s world or should it be changed? If so, how should it be changed? If not, describe how it still is a useful and appropriate policy statement.
