NPA S t a k e h o l d e r C o n f e r e n c e - M a r c h 2 0 0 7 justice freedom security Introduction The NPA identified a number of strategic projects to drive the execution of the NPA Strategy 2020 across the strategic perspectives of Governance, Delivery and Resourcing. The NPA’s top management lead the roll-out of the strategic projects as project owners.

NPA S t a k e h o l d e r C o n f e r e n c e - M a r c h 2 0 0 7 justice freedom security Strategic Governance Projects Custodian - Ms Marion Sparg, CEO Project: Programme Management Office (PMO) Build –Progress: In process of establishing a PMO. Defining the PMO governance framework. All the strategic initiatives are co-ordinated from within the PMO. Project: Governance –Progress: Eleven key governance processes have been process-mapped and validated. A governance index has been developed and administered and areas for improvement identified. Cascading to business units and regional level. Project: Strategy implementation –Progress: Business unit planning, alignment in regional plans and individual performance contracts. Enterprise performance management is being implemented with quarterly reviews.

NPA S t a k e h o l d e r C o n f e r e n c e - M a r c h 2 0 0 7 justice freedom security Strategic Delivery Initiatives Custodian - Adv Vusumzi Pikoli, NDPP Project: Awaiting Trial Detainees (ATD) –Progress: Guidelines have been developed, distributed and training is being provided at regional level. Close monitoring of numbers. Project: Customer management –Progress: Detailed report back by Adv. Mzinyathi. Appointment of court preparation officers. Customer Management Plan and information brochure to be developed. Project: Prosecution-guided Investigation (PGI) –Progress: Research on PGI to inform the development of a methodology. In process of finalising the models for generic and specific PGI as applied to certain crime types.

Project: Maintenance Matters –Progress: Aiming to develop a Maintenance Management System to deal more effectively with maintenance matters. Research in this area has been undertaken. Project: Operations management –Progress: User requirements for the development of an Operations Management System to enhance the management of service delivery. The system includes a dashboard and training on operations management. Adv. Mzinyathi will report on this. Project: Case flow management –Progress: Prosecutors are being trained on case flow management and the use of the case flow management forums at regional level are being monitored. The effectiveness and efficiency of the Criminal Justice System is measured as currently impacted by the implementation of case-flow management in courts.

Project: Process Design –Progress: Priority processes in the various business units have been re-engineered and prosecutors are being trained. Support is provided and the impact thereof monitored. A Delivery Model and the NPA Delivery Value Chain was developed as well as a Delivery Index to measure effectiveness of delivery management in the NPA. Project: Optimal Capacity –Progress: the team is in the process of developing optimal capacity models to be tested in the lower courts. The aim is to determine the capacity requirements to meet customer requirements in respect of quality, speed and flexibility in service delivery. Project: Restorative Justice –Progress: National conference on RJ was held to build awareness and this is being cascaded at regional training sessions. Piloting of RJ as an option is planned. Adv. S. Batohi will expand on this.

Project: Community Prosecutions –Progress: Ten community prosecutors have been appointed to explore the role of the NPA in crime prevention. They have adopted a problem- solving approach to dealing with crime, as well as through the use of alternative and varied law enforcement mechanisms. Adv. Batohi will report in more detail. Project: Increased Accessibility –Progress: Research is being undertaken to better understand the needs of customers and stakeholders in terms of the accessibility of the NPA. The impact thereof, the resource requirements, legal and other requirements are being researched. Project: 2010 –Progress: This project aims to ensure that the NPA is ready and capable of dealing with the prosecutions demand related to the 2010 Soccer World Cup events. We are working with the DoJ&CD and the broader 2010 Committee. Project: Highly Complex Crimes –Progress: The DSO aims to enhance and standardise its methodology to do highly complex investigations thus ensuring that the DSO becomes a world-class crime-fighting organisation.

NPA S t a k e h o l d e r C o n f e r e n c e - M a r c h 2 0 0 7 justice freedom security Strategic Resourcing Projects Custodian - Ms Marion Sparg, CEO Project: Lower Court Resourcing –Progress: Working with the DoJ&CD to ensure that the prosecutors in the lower courts, where 90% of the operations of the NPA are performed, are optimally resourced. Project: Employer of Choice –Progress: Defining employer of choice within the NPA environment, situation analysis and then develop plan to bridge the gap over the a period of time. The NPA must be able to attract, develop and retain the skilled and talented employees if it is to deliver a service to its customers. Project: Resourcing Operations Implementation –Progress: The recruitment drive has resulted in a automated mechanism that will accelerate the NPA’s recruitment process. The NPA is now able to process in excess of 2500 job applications per day. The NPA is currently the only organisation in government that acknowledges receipt of applications via sms, e-mail or fax.
