7. 7 A Closer Look: Subgrantee Monitoring What did you initially do to establish relationships with your subgrantees? What are you doing to maintain those relationships? How often do you monitor your subgrantees in person? Through desk monitoring? How do you schedule those (e.g, annual cycle, based on need) What do you do when you monitor your subgrantees in person? Do you speak with the students, teachers, administrative faculty? Do you observe classroom instruction? What do you do when you discover a compliance issue with the subgrantee? How do you communicate this finding to your subgrantee? When and how do you follow up?

10. 10 Recent TA Requests: Shift in spending at facility Question: One Subpart 2 facility had a drastic reduction in the number of students. They want to maintain the two teachers providing Title I, Part D supplemental services by moving them to a dropout prevention program at the nearby school, which is allowable. The facility maintains that they can continue providing the supplemental services to the remaining students through a different funding source. What would you recommend?

11. 11 Recent TA Requests: Shift in spending at facility Answer: 1.The SEA and LEA should discuss if this is the most appropriate use of funds: Are the students’ needs in the facility adequately being met? Issues of being understaffed if the student population rises again within the school year 2.If the SEA chooses to approve this change in funding, the LEA would need to resubmit their application.

12. 12 Recent TA Requests: Annual Count Clarification Question: Does a private residential special education schools for students with behavioral disabilities meet the definition of an N or D Facility for Annual Count purposes?

13. 13 Recent TA Requests: Annual Count Clarification Answer: In the glossary of the appendix of NDTAC’s Annual Count Toolkit there are the following definitions for delinquent and neglect institutions: Juvenile Correctional Facility/Institution: A public or private residential facility other than a foster home that is operated for the care of children and youth who have been adjudicated delinquent or are in need of supervision. Juvenile Detention Facility: Shorter-term institutions that provide care to children who require secure custody pending court adjudication, court disposition, or execution of a court order, or that provide care to children after commitment. Neglect Facility/Institution: An institution for children and youth who are neglected. A public or private residential facility, other than a foster home, that is operated primarily for the care of children and youth who have been committed to the institution or voluntarily placed there under applicable State law due to (1) abandonment, (2) neglect, or (3) death of their parents or guardians.
