5 Pursuant to RCW 13.60 - Established Liaison between the National Center for Missing and Exploited Children and the Department of Justice to obtain resources etc. Can assist with tip tracking, hotline phone calls, database research, link analysis or poster distribution Missing Children’s Clearinghouse During an abduction or missing child Missing Children’s Clearinghouse During an abduction or missing child

6 Children in state care are required to be reported to the Clearinghouse in addition to the local law enforcement agency –Tracking only at this point –Assistance to the social workers can include posters, social media research –Indications of trafficking? 15 Dental Records Dental Records RCW 68.50.310 designates the MUPU as the central repository for all dental records for missing persons and unidentified remains RCW 68.50.320 requires law enforcement to obtain dental records on any person missing over 30 days or when foul play is suspected Compliance mailing

16 Dental Records Dental Records Collect films and dentist’s charting notes Email packet to MUPU@wsp.wa.gov or mail on a CD MUPU@wsp.wa.gov Do Not Send –Static Copies of dental images –Complete Patient File

17 Dental Records Dental Records MUPU staff will compile dental records into electronic.zip file Emailed to one of four Forensic Odontologists FO’s will code the dental on the DWDR The NCIC record is updated with the coding and.zip is email to NDIR (leo)

18 Dental Records Dental Records $M Reports FO’s receive emails with “key record” and then comparison “object records” Reports received from FO’s reference follow up and exclusions are sent to primary agency The agency is contacted immediately if it appears to be a direct match

19 Dental Records Dental Records Dental records are retained in MUPU for all active AND cleared records for 99 years If the agency has already submitted dental once and there’s been no change, if the person goes missing again the record can be re-entered at MUPU

20 Unidentified Persons Unidentified Persons RCW requires MUPU to maintain dental on UP records and conduct comparisons Staff in MUPU can also assist with research into cold cases
