VE Scan of Western Canada Projects – The Flexibility of VE for Decision Making | October 2012 Peer Review Highway 1 Lewvan Drive, Regina, SHI

VE Scan of Western Canada Projects – The Flexibility of VE for Decision Making | October 2012 The previous planning process prompted a review due to the planning mandate of earlier work; SHI wanted an independent review of the previous study recommendations; The project had competing needs for access to Regina and to adjacent the Rural Municipality; MMM offered SHI a VE process in lieu of the Peer Review process Process also engaged the firm responsible for the planning to provide input at the Information Phase. Peer Review Highway 1 Lewvan Drive, Regina, SHI

VE Scan of Western Canada Projects – The Flexibility of VE for Decision Making | October 2012 The study resulted in confirmation of the basic Interchange Configuration – Provision for access to/from South – Validation of layout – Deferral of some work The VE found additional savings of $5.9M on $34.5M, a 17% savings Addressed planning and political concerns – Future access to/from south – Allowance for future inland Rail Port Peer Review Highway 1 Lewvan Drive, Regina, SHI

VE Scan of Western Canada Projects – The Flexibility of VE for Decision Making | October 2012 Peer Review Highway 1 Lewvan Drive, Regina, SHI The resulting design served or made provision for all users, existing and future uses Existing infrastructure was salvaged to minimize cost Additional performance was provided at a lower cost

VE Scan of Western Canada Projects – The Flexibility of VE for Decision Making | October 2012 Cost Management Johnson Street Bridge, Victoria, BC The Johnson Street bridge was assessed for consideration as a traditional and a P3 project Decision was made to proceed with traditional project delivery Project cost estimate identified as $78.9M

VE Scan of Western Canada Projects – The Flexibility of VE for Decision Making | October 2012 Cost Management Johnson Street Bridge, Victoria, BC A VE study was undertaken to review project scope and to verify the cost VE process, from the Information through the Evaluation Phase, was conducted Architectural design constrained VE opportunities

VE Scan of Western Canada Projects – The Flexibility of VE for Decision Making | October 2012 Cost Management Johnson Street Bridge, Victoria, BC 116 Ideas were generated of which 82 were carried forward for further consideration Implementation is the responsibility of the design team Project costs were validated and up to $5m in possible savings was identified (for a project contingency cushion) The VE challenged some of the project Design Criteria
