1 T.H. 23 / South Saratoga Street Reduced Conflict Intersection and Pedestrian Overpass Project Project hearing October 14, 2014 City Council Presenters Glenn Olson, Director of Public Works/City Engineer Ben Martig, City Administrator

2 Interregional Corridor Goals IRC Goals
Maintain safe, timely, and efficient transportation service between regional centers. Enhance economic vitality of the State.

3 Interregional Corridor Standards IRC Performance Standards
1-Hour average travel speed 55 mph average for TH 23 60 mph average for I-90 Limited direct access along the corridor. ½ mile full access spacing in-town 1 mile full access spacing in rural areas

4 Reduce number of traffic signals Consolidate access points
Interregional Corridor Improvement Strategies Reduce number of traffic signals Consolidate access points Add passing opportunities Encourage development of local traffic alternative routes.

5 45 applications 1 of 10 funded
Corridor Investment Management Study (CIMS) Grant T.H. 23 / Saratoga Street As part of the overall CIMS initiative and consistent with the Minnesota GO Vision, MnDOT provided $30 million through a competitive solicitation in 2013 to fund trunk highway projects that improve quality of life, environmental health or economic competitiveness. CIMS Award $3,500,000 Total Project Cost $5,697,356 Year of Construction 2015 45 applications 1 of 10 funded $100 million requested $30 million funded

6 Alternate Intersection Designs Reduced speed limits
T.H. 23 / Saratoga Street Reduced Conflict Intersection and Pedestrian Overpass (Revised Layout) Alternate Intersection Designs Reduced speed limits Signalized Intersection Roundabout Vehicle overpass with exit lanes Without exit lanes Alternate Pedestrian Bridge & Sidewalk Design Pedestrian underpass Bridge location alternates N

7 Reduced Conflict Intersection (RCI) Increasing safety; decreasing T-Bone (right angle) crashes
Improved safety—Studies show a 70 percent reduction in fatalities and a 42 percent reduction in injury crashes where RCIs are used. A typical four-lane divided highway intersection has 42 possible vehicle conflict points. RCI's reduce conflict points to as few as 18. Where in Minnesota are RCIs located? County Rd. 24, Willmar Hwy 169 and County Rd. 3, Belle Plaine Hwy 36 and Keats Avenue, Lake Elmo Hwy 10 and County Rd. 8, Becker Hwy 169 and 173rd St., Jordan MnDOT also plans to build additional RCIs in the next five years in Cologne, Cannon Falls, Vermillion, Zumbrota, Cotton, Ham Lake, Ramsey and Oakdale.

18 MnDOT Speed Study September 4, 2014
BACKGROUND Current posted speed 55mph Last Hwy23 Marshall corridor speed study was 2000. School zone speed study Council resolution 2014 requesting study initiated the review. Study included Hwy 23 corridor through Marshall. FINDINGS The posted speeds are accurate and no change is recommended. The 85th percentile speed is the benchmark for safest & appropriate speed. 85th percentile speed range from 59-66mph. 55 mph posted speed shows acknowledgement of sustained crash locations in designating the official speed limits.
