15 Tom Torlakson State Superintendent of Public Instruction Annual Evaluation The local educational agency (LEA) and the school site council (SSC) annually evaluate and determine if the needs of all children have been met by the strategies described in the Single Plan for Student Achievement (SPSA). (20 United States Code [U.S.C.] § 6314 [b][1][2], 6315 [c][2]; California Education Code [EC] § 64001[f][1])

16 Tom Torlakson State Superintendent of Public Instruction Program Evaluation At least once every three years, the LEA evaluates the N or D Program, disaggregating data by gender, race, ethnicity, and age to determine its effectiveness with students: Ability to maintain and improve educational achievement. (20 U.S.C. § 6471 [a][1]) Completion of secondary school requirements and ability to obtain employment. (20 U.S.C. § 6471 [a][4])

At least once every three years, the LEA evaluates the N or D Program, disaggregating data by gender, race, ethnicity, and age to determine its effectiveness with students: Accrual of credits toward promotion and graduation (20 U.S.C. § 6471 [a][2]) Transition to a regular program or other education program (20 U.S.C. § 6471 [a][3]) Participation in postsecondary education and job training programs as appropriate (20 U.S.C. § 6471 [a][5])

20 Tom Torlakson State Superintendent of Public Instruction Program Evaluations That Lead to Desired Outcomes N or D children and youth: Meet state academic content standards Continue their education Make the transition from institutionalization to further schooling or employment

21 Tom Torlakson State Superintendent of Public Instruction Interpreting the Data Some further evaluation considerations: Have we made efforts to improve parental participation? Have we coordinated with home districts and local businesses to support student transition? Are we using funds for appropriate activities such as: Transition support? Drop out prevention? Coordination of social and health services?

22 Tom Torlakson State Superintendent of Public Instruction Interpreting the Data (Cont.) Are we using funds for appropriate activities for: Helping students secure funds for postsecondary education? Creating mentoring and peer mediation programs? Do we have the right staff in the right places and are they properly trained and qualified?
