2 WRC–12 Industry Debrief Background >to consider the results of ITU ‑ R studies in accordance with Resolution 551 (WRC ‑ 07) and decide on the spectrum usage of the 21.4–22 GHz band for the broadcasting- satellite service and the associated feeder-link bands in Regions 1 and 3

3 WRC–12 Industry Debrief Australian positions >Issue A (Intra-service issues) – Method A. >Issue B (Feeder-link capacity) – Option a) No change to the Radio Regulations. >Issue C (Inter-service issues) Australia would not support an outcome at WRC-12 that places undue constraints on existing services in Australia and other geographically remote administrations.

4 WRC–12 Industry Debrief Australian opposition positions >the development of a priori planning arrangements in the band, >the consideration of changes or strengthening of RR Article 23.13 under this Agenda item, >proposals on queue prioritisation, and >reduced BR filing procedures, or priority, for administrations with no BSS systems in the band.

5 WRC–12 Industry Debrief Outcomes relevant to Australia >Issue A: No ‘a priori’ but preferential treatments in filing queue >Issue B: FSS feeder allocation; antennas >4.5 metres >Issue C: BSS and terrestrial equal regulatory status; coexistence through hard pfd limits

7 WRC–12 Industry Debrief Conclusion >While outcome is not in accordance with Australia’s objectives they are acceptable considering Australia’s geographical isolation and their application being limited to the band 21.4-22 GHz.

8 WRC–12 Industry Debrief Follow up action >Assess whether to implement the provisions of expected ITU circular letters. >Be vigilant for attempts to apply the Issue A outcomes to other frequency bands at future conferences.
