3 The Partnership for Public Warning (PPW) had its founding meeting Nov 30, 2001 to investigate improvements to public warning. PPW was named and executive director Dr. Peter Ward, led the 16 Trustees representing 130 members from industry, government and the general public all interested in improving warnings. The PPW chose OASIS (Organization for the Advancement of Structured Information Standards) to standardize the draft work introduced by Art Botterell. OASIS was the optimal choice as the standards are free, open and international. The xml Common Alerting Protocol (CAP) was first ratified in 2004. The ITU adopted it as Recommendation X.1303 in 2006. FEMA adopted CAP as the alerting protocol for IPAWS in support of Executive order 13407. The FCC now requires CAP in the EAS and CMAS alerting. What is CAP? Who has adopted it?

9 WA-CAP network monitoring will continue by all CAP capable broadcast stations per the SECC State EAS Plan. All broadcasters must also monitor the IPAWS ATOM feed for national alerts starting June 30, 2012. All WA-CAP alerts originated with MyStateUSA will also be relayed to IPAWS to relay providing a third redundant path for EAS alerts to reach Washington broadcasters. WA-CAP and IPAWS

13 WA has a Collaborative Operating Group (COG) agreement with the FEMA IPAWS office that covers the entire state and it’s use of IPAWS approved MyStateUSA software. Training required is provided by MyStateUSA either on site, via webinar, or on-line. Completion of the FEMA IS-247 Integrated Public Alert and Warning System course on-line is also necessary for all activators. IPAWS/CMAS Access Approval

14 CMAS will require third party software for activation by EOC’s/911 Centers. MyStateUSA has successfully sent CMAS alerts to the IPAWS aggregator servers. IPAWS will send MSU CMAS alerts to all participating cellular carriers for relay to the public. Commercial Mobile Alert System (CMAS)

15 Cap Status field must be actual Polling instead of Static IP Group counties for RMT’s by EAS LECC area. Broadcaster decoders are programmed to relay real alerts to all counties they broadcast to. Encoder programming templates were used statewide for the Sage units currently installed. (~120) Hot audio levels on decoders were adjusted in a statewide effort to balance audio levels. Original Lexicon files installed in SAGE units will be updated periodically by the SECC. CAP-EAS Lessons Learned
