2 MTAC 117 Issue Title: Intelligent Mail Design and Specification Expected Date of Completion: November 2008 Issue Originator: Pritha Mehra / Ty Taylor Desired Results: ► Review and validate Intelligent Mail barcode and label specifications for mailpieces, handling units and containers. ► Define requirements for submitting electronic mailing information via Postage Statement Wizard, Mail.Dat or Web Services. ► Define feedback mechanisms to deliver start-the-clock and address correction information.

4 Origin mail preparation will be determined through individual Customer/Supplier Agreements (CSAs). 11 Continuous Mailers Subgroup Definitions Continuous Mailer: »Dispatches more than once per mailing to the USPS »Provides a USPS Qualification Report for more than one dispatch »May submit portions of the mailing to the USPS before qualification and postage documentation can be finalized »Will have Customer Supplier Agreement (CSA) with the USPS. The CSA will define how and when the mailing must be dispatched for start the clock purposes Continuous Mailing: »Has a qualification report for the production day »Or, a qualification report with mailings submitted over multiple days »May have multiple dispatches

12 Continuous Mailers Subgroup eDoc Submission Continuous mailers may submit: »eDoc (USPS Qualification Report and Postage Statement) for the planned mailing for that production day prior to mailing »eDoc at the end of that production day or after first pass for MLOCR/BCR mailings »eDoc for a planned mailing that is dispatched across multiple days

13 Continuous Mailers Subgroup eDoc Submission, Payment Payment for that production day will occur with the updated and/or final submission to PostalOne! For mailings submitted across multiple days payment is made for the containers dispatched during each production day providing the documentation represents physical handling units and physical containers

14 Continuous Mailers Subgroup Recommendations Each mailing will require a separate electronic file submission Segments will be reported and postage paid for each day eDoc will be required daily for each mailing or portion of a mailing

15 Continuous Mailers Subgroup Recommendations Critical Entry Times (CET) will be defined by local CSA based on mail and container make-up If every piece can be identified in a container through eDoc, start the clock will be when the container id dropped »Else start the clock for all mail to that separation will be at the critical entry time FAST appointments will only be required for plant verified drop ship mailings as today

19 MLOCR Subgroup Recommendations Allow Logical nesting relationship Allow grouping together of customers if volume is less than 1% of site’s average daily volume with a 3,000 piece cap All permit mail will be identified in Edoc Pieces run in reject mode can be batched together under presort bureau’s MID

20 MLOCR Subgroup Recommendations Edoc will contain mail provider if mail owner is not known IMB is optional for machinable and single piece rate pieces Typically the presort bureau MID will be applied to the piece and the mail owner identified in Edoc ► The presort bureau will apply the mail owner MID in the IMB if requested

25 Periodicals Sub Group Action Items Container and Bundle Payment Method 1 ► Where Mail Preparer pays for the container and bundle charges. ► This method will be for BMEU and PSW entry only. Status – Option is not needed for Mail.dat or Mail XML. Putting in a CR to remove this option from Mail.dat and Mail XML.

26 Periodicals Sub Group Action Items 3541 Issue Date Field for PostalOne! ► Some inconsistency in usage ► Must be consistent for consolidated statement reporting Status – Further discussion needed. But the industry must agree and monitor their issue date through the supply chain. There is no new requirement.

29 Allows inclusion of full-service, basic and POSTNET mailpieces Full-service mailpieces qualify for full-service if three conditions met: ► All requirements for full-service met with exception that basic/POSTNET mailpieces do not require a unique IMB ► eDoc indicates a “Mixed” mailing ► Piece electronic documentation submitted for basic/POSTNET mailpieces Mixed Mailings
